Carbon Market Working Group Meeting
1. Lipei Zhang introduced three particular projects in the annual work plan for 2012 for the EU-China Trade Project (EUCTP) that members could be interested in. Please see attached slides for Lipei’s presentation. If members would like to be involved in any of the identified projects or would like more information, please contact Sam Passafiume at spassafiume@europeanchamber.com.cn
2. Members updated the working group of their recent activities and described the difficulties and concerns they have in the Chinese market. The main points below were identified and discussed:
a) Whether the domestic ETS will discriminate against foreign players participating or not: foreign entities with operations in China could be capped under, but it is still questionable about if and how foreign project developers, investors, brokers, technology providers, etc. could play a role.
b) Which sectors will be included in the ETS and what is the level of linkage: discussion focused on the power sector.
c) Other emerging ETS’ around the world: Australia, South Korea, and potential schemes in Mexico and Vietnam.
3. A few final concerns were raised for the current draft of the position paper. The paper will shortly be sent for proof reading, translation with expected publication in early September.
4. Renato Roldao had informed the group that he will be stepping down as Chairman. Madeleine Rawlins will also be leaving us as vice-chairman. We wish both of them well in their future endeavors. The working group will be holding elections at the next meeting for one Chair and two Vice-Chair positions.
