This is the third session of EU-China Green Development Dialogue, co-organised by EUCCC and CIETC of MIIT. The theme of this seminar is "Opportunities and Challenges of Carbon Neutrality in Construction Industry", during which we will focus on how to promote the development of green buildings and accelerate the realization of the carbon neutrality goal.

Building on the EU-China Memorandum of Understanding on the Circular Economy Cooperation entered by Chinese central government and the European Commission in July 2018, and to celebrate the 8th Anniversary of the EU-China Sustainable Urbanization Partnership since 2012, this Dialogue will bring key stakeholders, particularly government officials, city policy makers and industry representatives from both Europe and China to showcase their roadmaps/plans on circular economy and explore solutions to common challenges.

Ministry of Ecology and Environment published the fundamental legislative regulation: Temporary Regulation Carbon Emission Right Trading Management (Draft for comments) in April 2019, and National Carbon Emission Registration and Trading System already has initial scheme, which indicated that the construction of National Unified Carbon Emission Market is accelerating, and national-level Carbon Emission relative regulation and rule is on the verge of implementation .

Chinese Authorities are increasingly shifting their focus from permitting of industrial facilities to ensuring operational compliance. In the last 12 months, over 30,000 violations were issued under the new Environmental Protection Law, with over 6,500 industrial facilities being ordered to suspend or shutdown operations, resulting in business interruption and supply chain disruption.
