The European Chamber is delighted to invite you to the event “Carbon Neutrality Policy and Path in China and Europe” jointly organised with the Centre for International Economic and Technology Cooperation (CIETC) of the Ministry of Industry and Information Technology (MIIT) on Monday 26th April at 14:00-17:00 in European Chamber Beijing Office.
China has vowed to reach a peak of carbon dioxide emissions by 2030 and become carbon-neutral before 2060. Our members may be interested in knowing about the general and thorough picture on this political and economic objective. According to the 14th Five-Year Plan (2021-2025) for national economic and social development and the long-range objectives through the year 2035, China will control the aggregate amount and intensity of energy consumption, reduce the use of fossil energy and advance the low-carbon transition of sectors including industry, construction and transportation.
To help our members better understand China’s plan to achieve its targets, we have invited experts from government agencies and think tanks to share their insights and expertise on policy and trends in China in this area. Senior business leaders from European companies are also invited to share their best practice both in EU and China.
This event is the start of an event series of discussions on general policy and practice in EU and China, energy transition, emission trading scheme, carbon taxation, green transportation, green supply chain and others.

Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to corporate social events/tournaments.

Li Yikai has successively worked in the Ministry of electronic industry, the Ministry of information industry and the Ministry of Industry and Information Technology (MIIT), served as the chief member of the Trade Development Department of the International Cooperation Department of the Ministry of electronic industry, the deputy director and researcher of the Comprehensive Department of the Foreign Affairs Department of the MIIT, the researcher of the Comprehensive Department of the International Cooperation Department of the MIIT, the Standing Committee member and deputy head of the county committee of Nanbu County of Sichuan Province, and the Director of Comprehensive Department and Regional Department of Planning Division of the MIIT, director of regional division. Now he is Deputy Director and Senior Engineer of Centre for International Economic and Technological Cooperation (CIETC) of MIIT, and Executive Deputy Secretary General of China Green Supply Chain Alliance.
李毅锴,先后在电子工业部、信息产业部、工业和信息化部工作,历任电子工业部国际合作司贸易发展处主任科员,信息产业部外事司综合处副处长、调研员,工业和信息化部国际合作司综合处调研员,四川省南部县县委常委、副县长,工业和信息化部规划司综合处处长、区域处处长。现任工业和信息化部国际经济技术合作中心副主任、高级工程师,中国绿色供应链联盟常务副秘书长。
Ms. Charlotte Roule
Ms. Charlotte Roule
Charlotte ROULE is Overseas Representative in Paris of the European Union Chamber of Commerce in China and Chief Strategy Officer of ENGIE.
She worked in China from 2016 until this Summer, initially as COO, Head of Business Development and Innovation, then as CEO, of ENGIE China. In line with ENGIE’s strategy and values, she promoted and developed there clean energy (mainly solar) and clean solutions for cities and industries, such as district cooling and electrical mobility, as well as energy efficiency. She also served as VP of the European Chamber of Commerce in China from 2018 to 2021.
Before working in China, Mrs. Roule was based in Cheshire, UK, where, jointly with her team, she’s been developing the largest onshore underground gas storage of the country. Prior to this, she served as VP, Audit and Risks and VP, HR in Storengy, ENGIE’s affiliate dedicated to underground gas storage, based near Paris.
She is external trade advisor to the French Government.

Kang Yanbing, PhD, graduated from Department of thermal energy, Tsinghua University, is Director and Researcher of Energy Sustainable Development Research Centre of Energy Research Institute of National Development and Reform Commission (NDRC). He has been the assistant director of Energy Efficiency Centre of Energy Research Institute of NDRC, deputy director of Energy Conservation Information Communication Centre of NDRC, director of clean development mechanism project management center of Energy Research Institute of NDRC, member of Party group and mayor assistant of Yibin municipal government of Sichuan Province (registered), NDRC / United Nations Development Agency / Global Environment Fund Director of Project Management Office of China green lighting project (phase III). At present, he is also a member of the academic Steering Committee of the World Energy Council.
康艳兵,博士,毕业于清华大学热能系,现任国家发改委能源研究所能源可持续发展研究中心主任,研究员。历任国家发改委能源研究所能源效率中心主任助理、国家发改委节能信息传播中心副处长、国家发改委能源研究所清洁发展机制项目管理中心主任、四川省宜宾市政府党组成员和市长助理(挂职)、国家发改委/联合国开发署/全球环境基金 中国绿色照明工程(三期)项目管理办公室主任(兼)。目前,兼任世界能源理事会学术指导委员会委员。

Former Deputy Inspector, Ph.D., Researcher, And Recipient Of Special Allowance Of The State Council Development Research Center Of The State Council. Member of the Special Advisory Group of the Prime Minister on Haze Management, 50 members of China's circular economy. The Chinese Academy of Social Sciences is an expert in circular economy, the Ministry of Commerce employs domestic trade experts, energy conservation experts of the State Council Administration of Organ Affairs, an expert of the Beijing Lecturers Group, an adjunct professor of Nanjing University, a member of the academic leadership group of Nankai University's "985 Project" circular economy philosophy and social science innovation base, and a visiting researcher of the Ecological Center of the Chinese Academy of Sciences.
Executive Director of the China Urban Economics Association, Deputy Director of the Expert Committee of the China Circular Economy Association, Vice Chairman of the China Environmental Economy Professional Committee, Policy Advisor of the China Environmental Protection Federation, Director of the Clean Heating Industry Committee of the China Energy Conservation Association, etc.
Research areas are resource environment, sustainable development, circular economy, low-carbon economy. Has published more than 500 papers, published monographs or participated in the compilation of more than 20 books.

In 1986, Huang Xiaojun was graduated from University of International Relations and selected by the Ministry of Foreign Affairs and begun his career as a diplomat over 10 years, serving Chinese diplomatic.
He joined Veolia Water in 1999. Since 2004,he is presiding over external relations as the Vice President of Veolia Water China. He holds a Master of Business Administration degree from Peking University in 2006. He has become Vice President of Veolia China since 2010. In 2013, he went to the School of Economics and Management of Tsinghua University for further study.
Huang Xiaojun is the Co-chairman of Chinese mayor and multinational CEO round table, Executive President of China Environment Service Industry Association, Vice President of China Association of Enterprises with Foreign Investment, Vice President of China Association of Circular Economy, Board Member of China Business Council for Sustainable Development, Vice Chairman of China International Council for the Promotion of Multinational Corporations, Chair of Environment Working Group of European Union Chamber of Commerce in China, etc.
黄晓军,1986 毕业于国际关系学院并就职于中华人民共和国外交部,开始了长达10余年的职业外交官生涯。
1999 年,加入威立雅水务,主持对外关系事务。2004 年出任中国区副总裁。期间,于2006年获北京大学工商管理硕士学位。2010年出任威立雅集团中国区副总裁。现任威立雅集团中国区副总裁/董事总经理。2013年,赴清华大学经济管理学院深造。
黄晓军先生同时担任中国市长•跨国企业家联席会轮值主席、中华全国工商联合会环境服务业商会执行会长、中国外商投资企业协会副会长、中国循环经济协会副会长、中国可持续发展工商理事会董事会成员及中国跨国公司促进会副理事长、 中国欧盟商会环境工作组主席等职务。

Mr. Tao MAO is a master's tutor in law at Hebei University, director of the Office of the Secretariat of the China Green Supply Chain Alliance, a member of the Expert Advisory Committee of the China Green Supply Chain Alliance, a member of the Expert Advisory Committee of the China Green Manufacturing Alliance, and a member of the Expert Advisory Committee of the National Green Factory Promotion Alliance. Mainly engaged in industrial green development legal policy research work, Mr. Mao has presided over and participated in over 30 green supply-related research projects commissioned by the World Ban, MIIT and other agencies.

He has strong network with energy and chemical industry, international academic labs and public institutes, government. He understands well the challenge, opportunity and evolution of innovation for energy and chemical industry.

Dr. Pierre VIALETTES graduated from the Ecole Nationale d'Ingénieurs de Tarbes (ENIT) in South West of France. In 2005, he obtained his Ph.D. degree from Supaero in Toulouse. His thesis dealt with the experimental and
numerical simulation of stratospheric balloons for the French National Space Agency, CNES, and for the French National Aerospace Research Office, ONERA.
From 2006 to 2008, Dr. VIALETTES performed post-doctoral research at the institute of Solid Mechanics of the School Of Aerospace of Tsinghua University, on projects sponsored by the Chinese government and by EADS,the largest aerospace company in Europe. His most recent research involved the development of numerical models to simulate the deployment of inflatable structures and the experimental and numerical identification of stratospheric balloon materials.
Since 2008, Dr. VIALETTES is R&T manager for EADS in China. As the representative in China of EADS Innovation Works, he is in charge of the follow-up of ongoing R&D projects of EADS Group companies across Chinese institutions. In 2011, he has been appointed head of Innovation Works North Asia,covering China, South Korea and Japan.
He also defines and allocates potential sources of funding to projects of interest to Airbus Group (former EADS) like Airbus, Airbus Helicopters, and Airbus Defence and Space in North Asia.

Howard serves as Senior Manager of Government Affairs at Jaguar Land Rover (JLR) China for 10 years and 4 years for Volkswagen China before that. His major responsibility includes following up and analysing of Macro- and industrial policy which potentially affects core business of the company; ensuring the compliance of JLR product and business behaviour with relevant legislations; as representative of JLR, joining the discussion on policy/legislation held by authorities; cooperating with association and think-tank on the study of look-ahead topics shaping the industry. His routine work covers various topic from road and development (R&D)/production to customer service, offering professional insights in support of strategical decision making by the company in particular.

Mr. Huw Slater
Based in China since 2011, Huw is an Energy and Climate Specialist at ClientEarth. He currently works on the EU-China Environment Project, which fosters policy integration and collaboration between China and the EU through a series of exchange activities on environmental protection and the green economy, bringing together policymakers and researchers from both sides. He previously worked on the EU-China Emissions Trading Cooperation Platform, the UK Prosperity Fund China Energy and Low Carbon Economy Programme, and with the Chinese NGO Institute for Environment and Development. Huw is the lead author of the annual China Carbon Pricing Survey reports, the most in-depth and extensive summaries of stakeholder views on China's carbon market development.
