Job description
As a part of the Chamber’s implementing role in the execution of the EU-China Aviation Partnership Project in China, the Chamber will advertise both new positions and any positions for which there is a renewal of contract as well.
As the local partner of EU-China Aviation Partnership Project in China, European Chamber is looking for a Project Operations & Communications Manager to support the implementation of this project.
The purpose of this project is to increase visibility and raising awareness about European aviation expertise among Chinese counterparts, in particular within the Chinese administration. In this respect the project shall work towards offering a ‘one-stop-shop’ for the Chinese authorities to turn to when it comes to technical cooperation.
European industry and authorities at EU and national level will work together closely for the project to support their common agenda. The specific objective of the project is to strengthen the economic partnership between the EU and China in the civil aviation domain.
Ø The main responsibilities for the Project Operations & Communications Manager include: Development and Monitoring of Project Activities
Support European Aviation Safety Agency (EASA) in the development and monitoring of project activities:
- Support the project team or the project staff on the technical preparation of activities ( i.e. reviewing applicable regulations, proposing a detailed planning, preparing questionnaires, etc.)
- Monitor implementation of activities when requested.
- Liaise regularly with EASA to keep the Agency fully informed on the implementation status of project activities, aviation and other general developments relevant to the implementation of the EU-China APP, etc.
Ø Implementation of Project Activities
Support the implementation of specific project activities as specified in the EU-China APP annual work plans (e.g. related to Flight Operations, Continuing Air worthiness, etc.)
- Coordinate implementation of part of or the entire activities as requested by the Agency ( i.e. promotion of new technologies, aviation safety related training and capacity building, technical input and experience sharing for regulatory dialogues etc.)
- Contact technical speakers for events and high level conferences
- Support the development and promotion of technical demonstrations to highlight European aviation expertise towards Chinese aviation stakeholders targeted by the project.
- Coordinate in liaison with technical experts technical report writing and consultancy studies as requested by the Agency.
- Contribute to the project reports and participate in general project meetings where services have been rendered or upon request of the Agency (i.e. steering committee meetings).
- Support the project team leader in the budget planning and forecasting as well as financial reporting of the project.
Ø Logistic support
Support the Agency in the implementation of project activities such as conferences, seminars, workshops and the project management activities, etc. and provide logistic support to the project (especially for activities taking place in China):
- Organise or support the organization of logistical aspects related to events, especially when these take place in China.
- Provide administrative support to industry to ensure compliance of their project contribution with the administrative requirements of the project(in particular on the aspects of the technical and financial reporting, collection of supporting documents, etc.).
- Contribute to and support visibility and awareness raising activities of the project to incorporate the contribution of European industry into these activities.
Ø Visibility support
The Project Manager is responsible for ensuring the Project is visible and active. The Project Operation & Communications Manager will be responsible of ensuring that all Member State, industry and business stakeholders are fully aware of the Project and its service
- Maintain open and active communication channels with all stakeholders in order to promote the Project.
- Forge partnership to expand the distribution of Helpdesk material through online and printed channels.
- Establish and maintain a project website with updated project information including social media.
- Develop and implement a project communication plan for the project
Skills & experience
- Minimum 3 years of professional experience in the relevant field, the EU-China project experience in a management role is preferred
- Experience with project management & aviation industry a plus
- University degree in economics, law, business, politics, aviation or related work experience
- Knowledge of the international framework for civil aviation safety regulation is a plus
- Knowledge of the European laws and regulations in aviation safety and environmental protection or other aviation domains (e.g. economic governance or security) is a plus
- Strong analytical, organizational and communication skills
- Capacity to adapt to different cultural working environments
- Flexibility to work under pressure and changing conditions
- Proficiency in English, ability to provide the requested services, described in the present terms of reference in English
- Basic understanding of Chinese is a must, a higher level proficiency is a distinctive advantage
- Computer literacy (Outlook, Word, Excel, Power Point, Internet Explorer)
- Experience to work with Content Management System for updating websites
- Experience of using social network tools for generating positive visibility
- Motivated, dynamic personality with strong aptitude for team work
