Contract: Fixed-term Project Contract till 20th September, 2020 (may be extended)
China IPR SME Helpdesk is a project funded by the European Commission’s Directorate-General for Enterprise and Industry under the Competitiveness and Innovation Framework Programme. The China IPR SME Helpdesk raises awareness about IPR matters in China affecting European SMEs, and helping them make informed IPR decisions. The Helpdesk provides free information and services in the form of jargon-free first-line advice on intellectual property and related issues. Services available to European SMEs include a Helpline, online portal, industry or IP specific guides and training workshops and other events. Main responsibilities
Strategic Leadership and Operational Management
In close cooperation with consortium partners, the Helpdesk Project Manager will be responsible for setting the strategic direction of the European Chamber’s role within the project and will contribute to overall project management.
The Project Manager is responsible for meeting and exceeding the goals set-out in the project Description of Work as contracted by the European Commission, as well as for all operational aspects necessary to high quality project delivery, including: content, relationship building, HR management and financial control.
Lead a team of two full-time colleagues in the high-quality delivery of a high-profile EU funded project.
Work closely with the Chamber leadership and consortium to ensure consistent and effective team performance.
Responsibilities include:
- Ensure strong coordination and cooperation with consortium partners and Chamber senior management
- Ensure alignment between the interests and policy direction of the Helpdesk and the Chamber
- Responsible for budget drafting, updating, forecasting, invoicing and reporting
- Manage the Helpdesk team (set tasks and goals, supervise delivery of tasks and provide training where necessary) and support colleagues in the delivery of their KPIs
- Ensure the timely delivery of milestones and KPIs as defined by the Description of Work (especially Work Packages 1, 2, 3, 4 and 5) for Helpdesk services including enquiry helpline, publications and other resources, training events, monitoring of IP policies, partnering services and marketing efforts.
- Lead Chamber team in reporting efforts to the European Commission
Relationship Management, Visibility and Event
In close coordination with European Chamber and consortium partner leadership teams, the Project Manager will be responsible for the creation and management of strong working relationship with senior level representatives within the European diplomatic and business association community in China, Taiwan, Hong Kong, Macao.
The Project Manager will be responsible for ensuring all Member State, industry and business stakeholders are fully aware of the Helpdesk and its service, and advocate it as a resource for EU SMEs.
The Project Manager is responsible for ensuring the Helpdesk is visible and active in delivering events across Mainland China, Hong Kong, Taiwan and Macao.
Responsibilities include:
- Ensure that all Member State, industry and business stakeholders throughout Mainland China, Hong Kong, Macao and Taiwan are made fully aware of the Helpdesk and its services though face-to-face meetings, email updates and other promotional means.
- Maintain close working relationships with key stakeholders through regular meetings, networking events.
- Manage annual stakeholder meetings in China
- Attend annual stakeholder and consortium meetings in Europe
- Oversee and coordinate with European Chamber chapters and external stakeholders the organisation of any events.
Skills & experience
Requirement:
- 3-5 years project management experience, EU project experience is preferred
- Strong knowledge about Chinese and European authorities and practices
- Good understanding and interest in Chinese and European commercial and political environment
- Excellent project management skills
- Outstanding verbal and written communicator
- Strong planning and analytical organisation skills
- Responsible, professional, open-minded, and strategic thinker
- Near native English speaker a must, other European languages and Mandarin are a plus
- Professional appearance and demeanor
- University degree in related field ( economics, political science, communications, law …)
