BASIC DETAILS OF THE JOB
Mission: Embassy of the Kingdom of the Netherlands at Beijing;
Position: 63377669;
Job title: Financial Officer;
Job level: 6;
Contract period: one year with the possibility to extend;
Number of hours: 38 per week.
GENERAL FEATURES OF THE JOB
The Financial Officer:
Is the primary person responsible for a sound, accurate and up-to-date financial administration of the Embassy:
Prepares and submits VAT-reimbursement claims for the Embassy and Foreign Service Personnel working at the Embassy;
Is the main cashier of the Embassy;
Is in charge of local subscriptions, office supplies and stationary;
Fully replaces the Protocol Officer of the Embassy during her absence.
DUTIES AND RESULT AREAS
Financial Accounting:
-registering cash transactions in Excel sheets;
-registering financial commitments;
-drafting expense statements;
-providing financial information;
-keeping track of and reporting on the utilisation of Embassy budgets;
-validating declarations for duty travel and active representation as to establish if these are correct and in accordance with governmental regulations;
-validating the accuracy and correctness of invoices before paying and/or giving/executing payment orders;
-preparing payment orders;
-meticulous cashier of the Embassy;
-keeps an up-to-date Administrative Organisation / Internal Control document with annexes, including the competence table.
Others
-administration of local telephone-, newspaper- and magazine subscriptions;
-keeping an inventory of office supplies and stationary, including replenishing and distribution to staff members.
Description of result areas:
-a sound, accurate and up-to-date financial administration of the Embassy;
-optimally utilized operational budgets of the Embassy;
-a meticulously kept cash box without differences with the cash sheet;
-up-to-date administration of local telephone-, newspaper- and magazine subscriptions, office supplies and stationary.

With the Regional Support Office for Asia based in Kuala Lumpur, and its possible successor organisation;
With suppliers in China and elsewhere;
With colleagues at the Consulates-General and the Netherlands Business Support Offices in Mainland China.

With all Embassy Departments and staff, in particular with the Head of the Department for Consular and Operational Affairs and colleagues of the Operational Affairs cluster.
Skills & experience
KNOWLEDGE & SKILLS / JOB REQUIREMENTS
Level of education: Higher professional/vocational education.
Level of experience: At least 2 years of relevant experience in a comparable position, preferably in an international environment.
Knowledge
Native speaker of Mandarin;
Excellent command of verbal and written English;
Reading and speaking ability of the Dutch language is an advantage.

How to apply
CONDITIONS OF EMPLOYMENTThe successful candidate will be offered a fixed term contract for 38 hours a week for the duration of one year with the possibility to extend;
The salary scale for the position is 6; starting at CNY 12,710 gross a month for pay number 0 and ending at CNY 19,065 gross a month for pay number 15. The pay number offered will depend on years of relevant experience;
The Embassy pays a 13th month;
Persons of Chinese nationality will be employed through the Beijing Diplomatic Services Bureau (DSB) of the Chinese Government, which will be their formal employer. In this situation, the official appointment will be subject to DSB’s agreement.
