The Sino-German Cooperation on Low Carbon Transport (CLCT)
The Sino-German Cooperation on Low Carbon Transport (CLCT) looks for a Technical Advisor to complement its motivated and high-skilled team. As a Technical Advisor, you will be part of a team that supports Chinese and German policy makers in relevant governmental authorities to be equipped with effective and efficient (implementation) strategies to further develop climate-friendly freight transport and passenger transport. The project is funded by the German Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU) and jointly implemented by Department of Transport Service, Ministry of Transport (MoT) and GIZ.

Job description:
In our project “Sino-German Cooperation on Low Carbon Transport” based in Beijing, we look for a highly-motivated and experienced Technical Advisor, starting in September 2018.
Your main responsibilities are:
§ Independently develop, implement and evaluate concepts on sustainable urban transport;
§ model impacts of transport on climate change and greenhouse gas emissions
§ Provide professional advisory service on urban transport management and greenhouse gas modeling
§ Develop new project activities (e.g. integration of non-motorized transportation in sustainable urban transport)
§ Create and disseminate knowledge, including reporting and international conferences
§ Integrate and share your knowledge, results and experiences with other teams of GIZ in China and globally.
Specific tasks include:
§ Independent implementation of project/programme activities related to
- Development of concepts for sustainable urban transport,
- Evaluation of transport plans and data,
- Development of recommendations for urban policies and measures,
- Identifying the greenhouse gas mitigation potential and related co-benefits,
- Data collection as well as traffic and emission modelling,
- Evaluation of the performance of measures (monitoring system).
§ Independent coordination with the partner to support and to support the Project/Programme Director
§ Advisory service for the Project/Programme Director during the implementation of the project/program. In doing so, the holder of the position can bring in his/her long-time experiences in the culture-specific and technical field and make them available to the Project/Programme Director
§ Independent implementation of advisory services
§ Planning and execution of assignments of short-term experts and further education of the cooperation partners in agreement with the Project/Programme Director and the counterparts
§ Development, implementation and supervision of project/programme plans and activities in close collaboration with the Project/Programme Director and the counterparts
§ Assistance in planning and organization of Project Progress Reviews (PPR), planning workshops as well as other important events in line with the project/programme work
§ Responsibility for documentation relevant to the project/programmes
§ Securing the knowledge management within the framework of the project/programme (information, project/program documentation, technical materials, etc.)
§ Securing the cooperation, regular contact and communication with the partners
§ Maintaining contact with national and international institutions
§ Planning and organization of dissemination activities in order to communicate the project/programme activities to the corresponding target groups
§ Assisting in implementation of other plans/project/programmes for which the Project/Programme Director is responsible
§ Providing support for the annual budget planning
General Duties are
§ Provide up-to-date analysis and information on developments of sustainable urban transportation in China and other countries
§ Providing support to the Project/Program Director by fulfilling administrative tasks
§ Supporting the procurement of services and facilities
§ Translation/interpreting
§ Supervision of assisting staff assigned to project/programmes (e.g. interns, etc.)
Additional Tasks may include
§ Participation in International Services approaches
§ Assuming responsibility for cross-project/programme tasks; collaboration in higher-ranking taskforces
§ Further special tasks as agreed upon
Skills & experience
Our Requirements for the ideal candidate are:
§ You are open-minded, curious and willing to learn
§ You are able to follow-through with your commitments and are a reliable team-player
§ You have a relevant university degree, e.g. in transport economics, engineering or city planning
§ You have at least 3 years of relevant work experience (e.g. sustainable transport management, engineering, urban planning)
§ You have some project/programme management experience
§ You are an excellent master of MS-Office and ideally other some programming
§ You speak fluent Chinese and English (knowledge of German is a plus)
