The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal enterprise, operating in more than 130 countries on behalf of the German Government and other public and private sector clients. These include the governments of other countries, international organisations and private companies. As a public benefit organisation, we support the German Government in achieving its objectives in the field of international cooperation for sustainable development.
GIZ has been working in China for more than 30 years, providing policy advice to China’s reform process for the development of a harmonious, resource efficient society and the balancing of economic growth, social equality and environmental protection. As an instrument of bilateral cooperation, GIZ acts in the interests of both Germany and China. The performance profile of GIZ is constantly adjusted to the pace of change in the Chinese reform process. The distinctly German social and ecological market economy often serves as an example. In China, GIZ operates in fields where German participants demonstrate particular expertise and competitive advantages.
The Sino-German Industrie 4.0 Project
In July 2015, the German Federal Ministry for Economic Affairs and Energy (BMWi) and the Chinese Ministry of Industry and Information Technology (MIIT) signed a MoU on facilitating the cooperation between German and Chinese companies in the area of intelligent manufacturing and interconnected production processes.
GIZ is commissioned by BMWi with the Sino-German Industrie 4.0 Project. The Project serves as Industrie 4.0 secretariat of BMWi in China to implement the cooperation mechanism with MIIT and other partners based on the MoU. Main partners to the Project are ministries and government authorities in both countries, as well as private sector actors such as manufacturing companies, industry associations, research institutes and academia.
The main task of the Sino-German Industrie 4.0 Project is to support the Sino-German political dialogue in the field of Industrie 4.0 / Intelligent Manufacturing. The successful candidate will support a range of project management and implementation tasks under the supervision of an experienced Project Manager. These include project acquisition and development, project/operation monitoring and control, stakeholder management and communication, translation tasks as well as the planning and implementation of project activities in close collaboration with public institutions, industry associations and enterprises.

Sino-German Industrie 4.0 Project
Job description:
The Sino-German Industrie 4.0 Project, based in Beijing, offers a Project Consultant (external) position for a period of 4 months (full-time), starting as soon as possible (with the possibility of extension). The successful applicant will support an experienced Project Manager (PM) in project development, strategic advisory, event planning and the results-oriented implementation of cooperation activities. The position requires proactive and professional communication with Chinese and German government institutions, industry associations and enterprises within the framework of the political dialogue.
Main Responsibility and Tasks
Project Acquisition & Development
- Develop and refine concepts for projects in existing acquisition pipeline
- Optimise project partner structure and determine roles and responsibilities for better attainment of the project objectives
- Support the project application process for government approval through the preparation of project operational plans and cost overview
- Implement the project in close cooperation with all cooperation partners (government, industry and academia entities) and carry out periodic progress assessment and reporting
- Identify and develop ideas and concepts for future acquisition in close communication with the GIZ headquarter and government/industry partners.
Project Management
- Carry out the weekly monitoring of all project tasks using project tracking tools and advise the project manager on required control measures
- Support the implementation of the results-based monitoring system and oversee the reporting formats designed for the various stakeholder groups
- Identify and develop new project management tools to fulfil the management, communication, sharing and reporting needs of the project
Events & Activities
- Assist the Project Manager in planning and managing cooperation activities in collaboration with public and private sector stakeholders
- Provide technical and organisational support for the political dialogue and related cooperation activities of government and private sector partners, such as round tables, expert workshops and conferences
- Plan and arrange delegation visits of government officials, industry representatives and other partners through the preparation of travel program, meeting agenda and logistics
- Represent the Project in external events
Skills & experience
- Master’s degree in an area related to the Project’s work scope, e.g. Business Administration, Project Management, International Relations, Public Policy or German Language Studies;
- 1-3 years of professional experience in the private sector, government or international organisation; experiences in government relations and/or business consultancy are considered a strong asset;
- Excellent analytical skills; efficient, accurate and high-quality delivery of all work-related output;
- Excellent interpersonal and communication skills; good sense of humour
- Fluency in Chinese, English (written and spoken) is required; Proficiency in German a plus
- Very good working knowledge of IT and communication technologies and relevant computer applications (e.g. MS Office);
- High work ethics, reliable and motivated, able to handle multiple simultaneous assignments with competing priorities, under the condition of tight time schedules and fixed deadlines.
