With over 30 years of experience implementing projects in the People's Republic of China, GIZ provides policy advice on various topics and sectors relating to China’s reform process, including: environmental protection, sustainable economic development (especially renewable energies and energy efficiency), sustainable urban development, sustainable transport development, vocational training, law, product safety and consumer protection.
The position will support a selection of projects implemented within GIZ China. These projects include, but may not be limited to the following:
The Energy Transition Project aims to promote the low-carbon transition of China’s energy system by enabling an intensive exchange of expertise on issues related to the low-carbon energy policy. A special focus is on the preparation of energy forecasts and energy scenarios.
The projectis implented by GIZ on behalf of the German Federal Ministry of Economic Affairs and Energy (BMWi) together with the Chinese political partner, the China National Energy Administration (NEA). The Chinese implementation partners are the Electric Power Planning and Engineering Institute (EPPEI), which is the lead Chinese implementing partner, the Southern Grid Energy Development Research Institute (SG EDRI), and the Shenyang Institute of Applied Ecology-China Academy of Science. On the German side, the main partner is the German Energy Agency (dena), which implements the project together with GIZ.
The programme is composed of four components:
1. Energy policy-related advise to Chinese policy-makers, via expert workshops, written replies to policy-maker questions on special topics, and attendance in multilateral energy policy working groups
2. Coordination of German and other expert advise and modeling related to energy transition policy, including expert visits, consulting contracts for research collaboration, report publications, and technical publications
3. Coordination of the contributions of other German partners
4. Dissemination of project results for greater visibility

Job Description
The GIZ Sino-German Energy Transition Project based in Beijing offers a position as Technical Advisor with a proven professional background in the field of China energy policy and analysis of low-carbon energy transitions. The successful applicant will play a central role in research, coordination, and communication activities of the project, under the guidance of the Project Director.
Tasks
1. Research and advisory related to energy systems and policy
- Monitors policy developments in China and abroad relating to energy markets and policy, particularly in the field of electricity markets, renewable energy installations, electricity prices, reform policies, and related fields such as electric vehicles or electric heating.
- With guidance, develops and writes research studies, reports, and raw data, using a variety of analytical methods.
- Collects and manipulates data sets including energy system models or data collected from scientific equipment; can work fluently in Excel to combine, clean, and transform data sets; and works with outside institutions to coordinate and harmonize modeling or data collection activities between teams.
- Guides and trains junior staff and interns to assist in the above activities.
- Actively helps procure advisory and other services related to the above, incl. negotiation, drafting of terms of reference and contracting, organisation and monitoring of performance of services
2. Networking and communication
- maintains regular contact and dialogue with partners and stakeholders in the project, facilitates arrangements of meetings among stakeholders and experts, and cooperates with relevant government and non-government organisations and institutions as well as with other projects;
- assists with PR work including writing blog posts, networking with journalists, editing videos.
3. Knowledge management
- ensures knowledge management and transfer of information to company internal and external stakeholders with regard to project activities, progress and generated materials (e.g. through proper archival of files and documents, updating of server, communication with stakeholders)
- compiles relevant information and conducts evaluation for activities and assignments
- prepares appropriate input for various project reports including annual reports, and contributes to the other reports required by the superiors and GIZ Head Office
- develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives
4. Project management
- supports project management and reporting, incl. budget planning and monitoring, impact assessment, project progress review, reporting)
- assists with project development, incl. generating practicable ideas and approaches for international cooperation projects, developing corresponding concepts, preparing workshops for defining stakeholder involvement etc.
Skills & experience
Requirements
· Masters degree or higher, preferably with a major in energy systems, energy policy, or energy economics
· Knowledge of the political discourse in China and in the international dimension about energy systems, power markets, energy policy, and energy technology.
· Proven ability to engage in modeling and analytical activities related to the transformation of energy systems
· At least two years of professional experience in a similar role
· Chinese native speaker level and EXCEPTIONAL communication skills in English, especially in writing and translation
· Work flexible and efficiently, able to handle multi-tasks with fixed deadlines
· Effective computer skills for standard desktop software (Word, Excel, PPT)
