“Reduction of plastic waste and marine litter in East and Southeast Asia” in China
In collaboration with Expertise France, GIZ will implement a program for reducing plastic waste and marine litter in East and South East-Asia, financed by the European Union and co-financed by BMZ. The regional measures will be part of the global advisory BMZ project “Concepts for sustainable solid waste management and circular economy”.
Result 1 will provide an enhanced basis for relevant EU policy dialogues, e.g. on environment, fisheries and industry, concerning plastic production and management.
Result 2 will support the implementation of waste hierarchy, extended producer responsibility and deposit return schemes for plastic products and plastic waste.
Result 3 will facilitate the implementation of activities for sustainable consumption and production of plastic.
In result 4, efforts for the reduction of litter from sea-based sources are enhanced.
Result 5 will strengthen Green procurement policies, processes and cooperation particularly in Japan and Singapore.
Result 6 is aiming to increase awareness of public authorities and consumers about sustainable consumption and production of plastic and impacts on the environment of littering.

Job description:
The waste management and circular economy team in GIZ China is working in the field of waste management in urban and rural areas. The various projects in this team include the management of municipal solid waste, rural waste and plastic pollution, which contribute to the rural development, marine litter and circular economy.
We are looking for a highly motivated and professional Senior Technical Advisor with a strong technical background and coordination skill, ideally in areas related to circular economy, marine litter and waste management and extensive experience in technical and financial project management. Especially the management of the EU funded project “Reduction of plastic waste and marine litter in East and Southeast Asia – country component China” will be one of the main tasks. The successful candidate will be responsible for the achievement of the programme´s contractual targets in China.
Scope of Responsibility:
· The independent technical implementation and - in coordination with the project director’s budgetary management of the assigned project component according to the overarching commission and the defined project goals and activities agreed with the political partner, team agreements and / or agreements with the supervisor.
· Professional advice for the political partner and cooperation with relevant actors
· Project-related innovation and knowledge management, and the communications of innovations and trends in the sector within GIZ and externally (relevant partners)
· GIZ's representation vis-à-vis third parties in the assigned subject area on behalf of the manager
· The functional coordination of project employees who are involved in the topics for which the position holder is responsible
· The professional guidance of project interns
Your tasks
The job holder´s tasks comprise of but are not limited to the following:
Advisory
· advises the partner institution (s): clarification of orders, identification of needs for advice and cooperation, development of concepts and strategies, provides professional input
· identifies the need for external support and advice, develops independent policy recommendations and develops strategic implementation approaches
· plays a key role in the development of policy briefings, which are sent to the partners as advice and information
· formulates task descriptions and terms of reference as well as the selection, coordination and supervision of third parties in the context of the implementation of the project / program activities, including performance evaluation
· oversees the development and implementation of the project / program plans and activities in close coordination with the political and implementation partners
· takes care of the conception, preparation, implementation and follow-up of workshops, trainings and seminars and other events on topics related to the field of activity of the project / program
· develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives
· monitors the technical and financial progress of the project as well as the activities of the freight transport component, reviews reports and documents on the progress of joint programs, identifies bottlenecks and recommends alternative management options to the supervisor
· manages the allocated project share and the related budget, prepares the necessary expenditure planning and ensures the planned outflow of funds
· is responsible for ensuring that the component's services are tailored to the needs of the partner (s)
Networking and cooperation
· ensures cooperation, regular contacts and dialogue with partners; carries out public relations work and cooperates with local communities, relevant organizations, non-governmental bodies and people in the context of the project / program as well as with other projects to improve and maintain good working relationships
· communicates local interests and aspirations, passes them on and takes care of the exchange of ideas and information for the benefit of the program / project
· undertakes business trips (domestic and international) that arise according to the project requirements
Knowledge management
· systematically compiles information on the topics of project component and ensures the transfer of knowledge in this regard as well as visibility of the project within GIZ as well as outside (relevant partners)
· develops strategies and technical concepts, including guidelines, manuals and procedures, until they are ready for use
· prepares reports and presentation documents
· prepares specialist articles and publications ready for publication
· develops suitable input for the various project / program reports and provides input to the other reports required by the line manager and GIZ headquarters
· supports research activities and studies on political issues that benefit the collaborative programs
Management and coordination tasks
· responsible for the strategic operational and commercial project planning for the component (in consultation with the supervisor)
· develops project concepts and strategies and ensures their successful implementation
· coordinates and prioritizes relevant project activities at the local level in cooperation with the partners, both in the organizational preparation and in the implementation of these activities
· controls and monitors the budget of the component in coordination with the line manager
· compiles the relevant information for joint activities and assignments
· In the absence of the superior, takes the appropriate measures for the continuous operational implementation of the program / project
Other / additional tasks
· takes on other activities and tasks at the instruction of the superior
· performs a variety of roles, tasks and processes reliably and with high quality if required.
Skills & experience
Your profile
· University degree in the fields of waste management, environmental science / management, marine protection, economics, political science or similar,
· More than 5 years of professional experience related to waste management, circular economy and sustainable consumption and production/ green economy, (plastic) waste reduction and recycling, marine litter and marine protection,
· Experience in policy advice in related thematic areas and ability to work with a wide variety of stakeholders (high-level political representatives, local state and non-state representatives); Strong negotiating and diplomatic skills,
· Experience in designing, organizing and facilitating trainings, workshops and conferences; proven experience in network management, multi-stakeholder dialogues
· Experience in drafting recommendation papers, guidelines strategies, and legislative proposals,
· Good knowledge of relevant stakeholders in the sector required, knowledge of the international framework and/or of EU legislation and good practices on the topic is an asset,
· Knowledge of European Commission procedures and priorities and experience in working with donor agencies, esp. the EU, is a strong asset,
· Has an extensive overview and existing relevant technical network across China and preferably international sector stakeholders, which can be contributed into the function.
· Strong working capacity, autonomy, flexibility, organization, responsiveness,
· Complete fluency in English (spoken and written), excellent command of Chinese language, knowledge of other languages of the region will be an asset, German language skills preferred,
· Experience in communication campaigns and in designing gender-sensitive messages and activities; knowledge of local information distribution channels (TV, radio, papers, websites, social media, etc.) would be beneficial.
