Meeting with Legislative Affairs Commission of the NPC Standing Committee and SCOFCOM on the Draft Foreign Investment Law

On February 22, 2019, the Legislative Affairs Committee of the Standing Committee of the National People's Congress and the Shanghai Municipal Commission of Commerce hosted a symposium to solicit opinions on the draft Foreign Investment Law. Representative of the European Chamber's Legal & Competition Working Group attended the symposium and presented members’ feedback and concerns.

WTO TBT called for public comments on “Cosmetics Supervision and Administration Regulations”. It was a good opportunity for the industry to raise our concerns again after the call for comments on this regulation by Ministry of Justice in last August. The WG also shared our comments to the EU delegation, Cosmetics Europe and PCPC.

Cosmetics Working Group submitted our comments on “Regulations on the Adjustment of the Procedure for the HP Renewal for Special Cosmetics” to NMPA. The WG welcomed such a revision of regulation as it will overall simply the renewal procedures. Some technical related issues were raised in our comments, to make the regulation more practical.

Director General of the General Operation Department, Jin Hai of General Administration of Customs in China (GACC) introduced the newly merged organization and the GACC's reform achievements in 2018. GACC representatives from the General Operation Department, Customs Control Department, Enterprise Management Department, Supervision and Internal Auditing Department, and Import and Export Food Safety Bureau also attended the meeting and answered Chamber representatives' questions.
