Only a few years ago, CSR was just another controversial concept among Chinese government officials, with many associating it with with foreign trade unions, labor compliance, and trade barriers. However, the term Along with sustainable development and harmonious society, has now become firmly entrenched in the political lexicon. Like everything in here, attitudes towards corporate responsibilities have evolved dramatically in the past few years, while in many ways remaining frustratingly entrenched in a well established political culture. Can companies meet the growing expectations? Is CSR a government relations tool? What are the government relations risks and benefits of CSR programs in China and how should companies engage officials in their efforts? How can companies partner with grassroots organisations that operate in the grey area of Chinese civil society? How can public and private partnerships fit into a company s China strategy? Felicia will discuss these questions and share lessons learned from her role in building cross sectoral partnerships.
Felicia Pullam currently leads APCO Worldwide s Corporate Responsibility practice in Asia. APCO is a global public affairs consultancy, headquartered in Washington DC. With seven years experience in Mainland China, Felicia specializes in assisting corporations with stakeholder relations, partnership building, and program design. Felicia works closely with APCO s communications and government relations consultants in each of their Asia offices to develop programs that contribute to and fit organically with their client s overall strategy. She has worked with a wide array of clients, ranging from development agencies and civil society organization to multinationals and business associations, including the Global Business Coalition on HIV AIDS (GBC). From 2004 through 2006, she advised GBC on government, media and stakeholder relations, helping to broker a partnership between GBC and the Chinese Ministry of Health to convene a 450 person event featuring a keynote speech by Vice Premier Wu Yi
