With an increase in the frequency and ferocity of extreme weather events China is already feeling the effects of climate change. Now we have reached a stage where the ecological, social and economic effects that have resulted can no longer be ignored.
In the Kyoto Protocol, market-based instruments play a key role in achieving the environmental goals of the treaty. The reason for using a market-based system is that it makes it possible to reduce the emission of heat trapping gases while at the same time obtaining efficient allocation of resources. Of these mechanisms, CDM is the most important to China.
Whilst various reports estimate China s potential market share in the number of global CDM projects to be around 50%, significant obstacles remain. Looking beyond 2012, further uncertainty surrounding the future of CDM has made investors cautious in their investments. Indeed, more recently, some scholars are even questioning the CDM mechanism as a flawed design.
So what does the future hold for CDM in China?
