Despite China’s remarkable economic development over the past decades, its transition to a modern market system is still on-going and the legacy of a centrally planned and highly administered and regulated system still remains in some areas of the economy.
On June 14, 2016, the State Council of China issued Opinions on Establishing the Fair Competition Review System in the Development of Market System (hereinafter “Opinions”). The “fair competition review system” forms part of China’s broader effort to tackle so-called “administrative monopolies.” The scope of the review mechanism is broad and the Opinions feature four categories of benchmarks for the substance of the “fair competition review system”. The adoption of the Opinions and the launch of the “fair competition review system” are significant. They create a new policy (working like “soft” law) outside, or alongside the AML framework.
The European Chamber is pleased to invite you to an Exclusive Dialogue with Li Qing, Deputy Director General of Bureau of Price Supervision and Anti-Monopoly, NDRC. DDG Li will interpret the newly adopted “Opinions”, analyze the impact of the “fair competition review system” in China and interact with participants at the Dialogue.
