On 29 June 2016, the State Administration of Taxation (SAT) issues new regulations (i.e. SAT Bulletin [2016] No. 42, or Bulletin 42) to improve the reporting of related party transaction and contemporaneous documentation.
Bulletin 42 is a new milestone in the internalization of China's transfer pricing practice. It addresses issues that have been the focus of the Chinese tax authorities for a number of years and provides a new landscape for transfer pricing practice and management in China.
Additionally it is the localization and implementation of BEPS Action 13 in China. Bulletin 42 will apply from 2016 and onwards and under the new regulation, enterprises are required to take corresponding actions to ensure compliance from tax and commercial perspectives.

2016年6月29日，国家税务总局出台了《关于完善关联申报和同期资料管理有关事项的公告》（国家税务总局公告2016年第42号），该公告作为中国转让定价合规要求的指导性新文件，对转让定价同期资料管理提出了新的要求，并修订了《企业年度关联业务往来报告表》。
42号公告不仅对企业的转让定价合规性与日常管理提出了更高的要求，也是BEPS第13项行动计划在中国成功落地的标志，是中国转让定价领域新的里程碑之一。42号公告适用于2016及之后纳税年度，在新规的要求之下，企业需要应对新要求做出合理、合规的准备。
