In recent years, both the EU and China have seen major developments in the field of cybersecurity, a topic that has rightly received attention at the very highest decision-making levels.
This attention is set to increase as the development of the Internet of Things (IoT) and Industry 4.0 gathers pace. While offering great potential for digitalisation, the creation of innovative smart devices and the development of promising new markets, these major developments also raise additional security challenges that companies in all industries, from banking to aerospace, must be prepared for.

Christopher Terence WOOD is Deputy Head & Minister at the Delegation of the European Union to China & Mongolia. Before taking up this role in September of this year, Mr Wood served for the FCO (Foreign & Commonwealth Office) as Director, The British Office, Taipei.
Mr Wood entered the FCO in 1981 and in this capacity held numerous roles in Britain and around the globe; including as Deputy Head of Mission in Beijing and as Head of International Policy Team in the Office of the Deputy Prime Minister.

Clas Neumann is Global Head of the SAP Labs Network since 2009, and has been leading the Fast Growth Market Strategy team since 2013. In his role as Labs Head, Neumann acts as the central coordinator of all network activities. In his role as Head Fast Growth Market Strategy he leads the investments for SAP’s growth markets in Africa, China, Middle-East and Russia. Neumann has co-authored different books & article son innovation in emerging markets and been recognized through different awards for his engagement in society and business.
Dr. Wu Shenkuo
Dr. Wu Shenkuo
Law Professor and LLM Tutor of College for Criminal Law Science & Law School at Beijing Normal University. He gets his PhD and Post-doctor at University of Verona. He is also the associate researcher at the University of Verona and contract researcher at the University of Turin, as well as senior consultant of United Nations for cybersecurity and cybercrime issues, consultant at the Supreme Court of China, consultant of Politics and Law Committee of Beijing, Secretary-General of Research Centre of Internet Society of China, editorial board member of authoritative criminal journal Diritto Penale XXI Secolo, consultant of QS Ranking Group for academic reputation of international universities.
Prof. WU is specialized in Cyber Law,ICT Criminal Law (Cybercrime), Economic Criminal Law (White Collar Crime), Comparative Criminal Law and International Criminal Law (European Criminal Law). Prof. WU has already published, in Italian and English, one piece of monograph, two pieces of books in collaboration with his research team, about 10 pieces of articles on the foreign core journals and completed the Italian translations of Chinese Criminal Law, Criminal Procedure Law and Judicial Interpretation of Criminal Law. Besides, Prof. WU has also published more than 10 pieces of articles on CSSCI journals like Tsinghua Law Review and core presses like Guangming Daily. For the research projects, Prof. WU has been in charge of several international academic projects funded by Italian Central Bank, University of Turin, Cariverona Foundation, etc and several national academic projects funded by Chinese National Social Science Funds, China Scholarship Council, Beijing Normal University and so on.
Mr. David Harmon
Mr. David Harmon
He has been based at the company’s headquarters in Shenzhen in China since November 2014. David is responsible for putting in place strategies within the ICT and digital agenda policy areas that enhance relations between Huawei Technologies and governments around the world. He is a regular speaker at conferences around the world on issues related to the best global practices in the field of the governance of the ICT sector and on future ICT trends.
Between 2010 – 2014, he worked in Brussels as a member of the cabinet of the European Commissioner for research, innovation and science. In this capacity, he advised the European Commission on the best strategies that it should put in place within an international context concerning research, innovation and science matters. He was also the sherpa for the European Union at G8 summit meetings that dealt with these important policy issues.
Between 1998 – 2010, David worked in Brussels as a political advisor in the European Parliament. He covered a diverse range of policy issues including in the areas of trade, the digital agenda, foreign affairs and industry. He was also director of press and communications for the main government party in Ireland for three referenda campaigns that dealt with the ratification of different European Union treaties in the years 2002, 2008 and 2009.
David is a qualified lawyer, having graduated from the Incorporated Law Society of Ireland in 1998.

Member of China Leadership team, EVP, Head of CX Strategy & Technology, Board Member of Nokia FUNO. He has over 22 years of managerial experience in multinational companies on ICT research & innovation, standardization, technology strategy and regulations and Pre-sales. After joining Nokia, he has assumed various managerial roles in research & standardization, strategy & regulations, Solution Pre-sales/Sales support. He currently looks after all major technologies frontline relevant to Nokia mission and thought leadership in Greater China, e.g. 5G/6G, oRAN/vRAN, critical network evolution, cloud & digital transformation, technology policies for cybersecurity and data security.
Supervisory Board Member of CCSA (China Communication Standard Association). National Chair of ICT working group, EU Chamber of Commerce in China (EUCCC). Michael served as Vice President and Board Member for EUCCC (2017-2019), where he played a leading role in China-EU high level dialogue on High-Tech & Digital policies and cross-industry exchanges. Michael was a member of the “EU-China Expert Group on Digital Economy & Cybersecurity” formed by China & EU government as top dialogue platform on digital policies coordination.

Mr. Donald CHAN, Bachelor of Electronics Engineering of Queen’s University, United Kingdom, joins in smartcard ICs industry since 1996.
He joined STMicroelectronics in 1999 where he was given special assignment to setup the ST Smartcards Marketing team for ST Central Asia Pacific to base in Shanghai.
After successfully created the smartcard team (10 people) where sales turnover reaching double digit millions of dollar, Donald took the challenges to lead the ST Incard Sales & Marketing team responsible for Asia Pacific region in 2005. Under his leading route, ST Incard managed to penetrate into many projects as well as into a few major mobile operators in the AP region.
In 2007, Donald took a new challenge as the Sales Manager and later Sales Director of the ST Smartcards Division for Greater China region where he oversees all smartcards business for Greater China region. With double digits sales revenue business growth in millions dollar and success track record on key projects management.
In 2012, Donald was given a new assignment as Senior Manager for Secure Microcontrollers product with special focus in China Banking and Mobile Payment market.
As the Smartcards industry in China is getting mature, both local & international chip vendors are increasing their present in China. The local protection policy support by Chinese government has created difficulties in some specific market for ST.
In May 2013, Donald has been elected as the Chairman on the Information Security Working Group of European Chamber of Commerce China (EUCCC), this open up a new political space for ST to influence the state members towards fair competition and market access into China encryption security product industry. This also allow further exposal for ST in the China Governmental bodies - Cyberspace Administration of China (CAC) , China Banking Regulatory Commission’s (CBRC) , OSSCA (Office of State Encryption Administration), MIIT and European Commission (EC) .
In 2015, Donald was promoted to Senior Strategic Marketing Manager for Secure ICs with special focus in China localization.
With more than 20 years in the secure microcontroller (smartcards) security industry, Donald is actively involved in many projects in the Telecom, Banking, Identification/ePassport and NFC/RFID fields within China.

Mr. Ma enjoys years’ experience dedicated to international business development of information technology industry. He is responsible for business operation of European market of Venustech, a listed Chinese cyber security company.
Ms. Barbara Li
Ms. Barbara Li
Barbara is a partner based in Beijing. With almost three decades’ experience working in a senior in-house legal role at the Beijing and London offices of leading international firms, as well as providing business consultancy services at PwC, Barbara brings a wealth of knowledge to advising international and Chinese companies and financial institutions on doing business in China and globally. She focuses her practice on complex, cross-border M&As, joint ventures, strategic alliances and foreign direct investment in a wide range of industries including the high-tech, telecom, energy, infrastructure, automotive, pharma and high-end manufacturing industries. She also counsels Chinese companies on their outbound strategies and major transactions.
Barbara has a particular interest in the cyber, data, technology and FinTech sectors, with significant experience advising international companies and financial institutions on navigating China’s evolving legal regime governing data and cybersecurity. She is regularly engaged by clients to provide legal support on high-stakes data and cybersecurity-related issues including managing complex, cross-border data transfers, the digital transformation of businesses, and the deployment of emerging technologies such as AI, cloud computing and blockchain. Barbara also advises Chinese companies on global data compliance projects under the laws of other countries, such as the EU GDPR. She is recognised as a Certified Information Privacy Professional (CIPP/EU) by the International Association of Privacy Professionals (IAPP) and is an IAPP-designated writer for the Asia-Pacific region.
Barbara is widely recognised in the Chinese market as an eminent data/tech lawyer and is described as “having extensive experience in complex TMT regulatory issues” by Legal 500. She is ranked as a leading individual in corporate, M&A, TMT and FinTech by various legal directories, including Chambers, Legal 500, Asian Legal Business, IFLR1000 and WhichLawyer, and received the China Top 15 TMT Lawyer award 2020 from Asian Legal Business.
Benefiting from her in-house experience, Barbara works closely with the industry and is frequently invited to share her insights at premier international professional and industry conferences organised by the IAPP, the Asia Privacy Forum and the Economist Corporate Intelligence Network, among others. She served as the vice chair of the Cybersecurity Sub-Working Group and the Construction Working Group of the EU Chamber of Commerce in China for several years.
