The European Chamber is pleased to invite you to the Environment Working Group 2017 Kick-off Meeting and Chair Election. It will be held on Friday, 10 March, 9AM-11AM, at the European Chamber Beijing Office. Members from Shanghai and South China Chapters are welcomed to join in the meeting through videoconference systems at our offices.
Following the gesture made by President Xi at the World Economic Forum in Davos in January in further opening up and boosting foreign investment in China, the State Council issued the Notice on Several Measures on Promoting Further Openness and Active Utilization of Foreign Investment on 17 January, 2017 as attached. Environmental protection, energy conservation along with sustainable urbanization are emphasized in the notice, which may lead to more opportunities for foreign investment in these sectors in the following years with more friendly regulatory environment of China.
To offer a comprehensive perspective on the opportunities and challenges for the environmental protection and energy conservation sectors in the coming years, the chamber will invite representatives from the EU-China Industrial and Commercial Investment Promotion Union (ECIPU) of MOFCOM to introduce government-level projects and have a roundtable discussion regarding the regulatory environment with our members in these sectors.
ECIPU was established in 2013 under MOFCOM, to promote exchange of domestic enterprise and world Chinese merchants by leveraging recourses of Chinese and foreign strategic partner organizations. It has over 60 member companies, which are all domestic companies including major SOEs primarily focusing on environmental protection, energy conservation, smart technologies and societies. ECIPU has engaged with various local governments on the development of sustainable industrial parks, environment management as well as EU-China Urbanization Partnership. At the meeting, Ms. Liang Dan, Chair of ECIPU will first give a brief introduction on ECIPU and its relations with MOFCOM, followed by the presentation on China - Europe International Innovation and Entrepreneurship Competition by Ms. Huang Yumin, Executive Secretary General of ECIPU. And we also will invite Mr. Li Wenhua, Executive President of TUNGTAI International Holding Group Limited. (通泰国际控股集团) to present Smart City Partnership Project and TUNGTAI Industrial Park with Local Government.

Election:
Should you be interested in running the Chair and Vice Chair Election, the Chamber is kindly advice to firstly read the attached document which outlines the roles and responsibilities of a Working Group Chairperson. Based on past experiences, for Environment Working Group, the dedicated time of a Chairperson is about 20% of his/her time and of a Vice Chairperson is about 10% of his/her time.
Should you be interested in putting your name forward for election, please, firstly, read the attached Working Group Chairs’ Code of Conduct and Roles and Responsibilities documents. To apply, please send 1) a short biography and 2) motivation letter, stating whether you intend to run for Chair or Vice Chair to Kevin GAO at kgao@europeanchamber.com.cn by Friday, 3 March 2017, 4PM. Please kindly note that all relevant documents will be circulated to members in advance for review and consideration, and the application after the deadlines will not be considered.
Background and Procedures:
The Environment Working Group Chairs and Vice Chairs play a crucial role in driving the Group. The responsibilities of Chairpersons include taking a leading role in the drafting of the Position Paper, communicating key messages to the Chinese and European governments and steering Group meetings. The required characteristics of a Chair and Vice Chair are a senior industry representative with relevant industry expertise and government contacts who has the time and willingness to support the group. Previous participation in the Group is essential.
In accordance with European Chamber internal guidelines, the Business Manager will send another email to the Working Group at least 7 days prior to the election with the bios and motivation letters of all candidates attached. Voting for the election must be conducted in person at the Group meeting (one vote per company) after each candidate has been given an opportunity to give a short speech on why they would like to run for election. The duration of the term for both Chairs and Vice Chairs is one year. All elected Chairpersons must sign the attached Code of Conduct following election.
The maximum duration of Chairperson or Vice Chairperson is three consecutive years. Candidates are only eligible for Chair or Vice Chair positions if he/she is physically based in China. Only Corporate members are eligible for Chair and Vice Chair positions.
