For the most part the ‘Lianghui’ were somewhat subdued ahead of this year’s much anticipated 19th Party Congress. While ‘core of the core’ President Xi will undoubtedly lead the new seven-man standing committee onto the stage later this year, Premier Li’s quip to cadres "see you again, if there's an opportunity” has fuelled speculation that he is not guaranteed to return. This could mean a break with precedent if the future lineup includes members who may otherwise have been expected to retire.
We ask three leading China experts to do their best to read the tea leaves, as we look towards the 19th Party Congress and beyond. Will the emphasis on maintaining stability mean that implementation of the Third Plenum’s Decision and the much needed supply side reforms will be further postponed? Does Xi’s now-infamous Davos speech and the publication of State Council Document no.5 give reason for optimism, or only serve to widen the gap between rhetoric and reality?
The European Chamber is delighted to welcome James McGregor, Professor Zhang Jian, Peter Martin and David Kelly to address the key outcomes of the Lianghui meetings, the Xi-Trump Mar-a-lago summit, and to debate what is in store for European Business in China in the run up to the 19th Party Congress.

Mr. Jörg Wuttke
Mr. Jörg Wuttke
Jörg Wuttke is Vice President and Chief Representative of BASF China, based in Beijing. Since joining BASF in 1997, Mr. Wuttke has been responsible for helping guide the company’s investment strategies for China, negotiation of large projects and government relations.
Previous to joining BASF, Mr. Wuttke worked with ABB for 11 years; in fact his first professional encounter with China was in 1988 as the Finance and Administration Manager of ABB Beijing. In 1990, he returned to Germany as Sales Manager of ABB Power Plants Division, responsible for gas turbine sales to Africa and Russia. In 1993, he became Chief Representative ABB China in Shanghai and in 1994 moved to the President's Office of ABB China in Beijing, where he was responsible for the development and financing of large projects.
From 2001 to 2004 Mr. Wuttke was the Chairman of the German Chamber of Commerce in China. From 2007 to 2010, 2014 to 2017, and since May 2019 again he is the President of the European Union Chamber of Commerce in China
From 2011 to 2019, Mr. Wuttke was Chairman of the BIAC China Task Force of the Business and Industry Advisory Committee to the OECD (BIAC), a Paris based body of major business associations that lobbies the OECD.
From 2013 to 2016, and again since 2019 Mr. Wuttke is Vice Chairman of the CPCIF International Cooperation Committee, a group representing Multinational Companies in China’s Chemical Association.
Since its establishment in 2013, Mr. Wuttke is member of the Advisory Board of Germany’s foremost Think Tank on China, Mercator Institute for China Studies (MERICS), in Berlin.
In January 2019 Mr. Wuttke joined the International Board of the Stars Foundation, in Switzerland. stars - for Leaders of the Next Generation.

Dr. Jian ZHANG
Dr Zhang Jian is an Associate Professor at Peking University's School of Government. He joined Peking University's faculty in 2007, returning to the university where he completed his undergraduate studies. Zhang Jian received his PhD in political science from Columbia University in the City of New York. His research interests include ethnic minority issues in China, identity politics, political participation and state/nation building in the developing world. He teaches Chinese politics, American politics and ethnic studies at Peking University

Mr. David Kelly
David Kelly is a Research Director at China Policy, a Beijing-registered research and advisory company working across major policy fields. He is also a visiting professor in the Institute of Sociology and Anthropology at Peking University. First traveling to China in 1975-1976 for language study, he received a Ph.D. in Chinese Studies from Sydney University. Following a Fulbright fellowship at the University of Chicago, he steered a course between intellectual history and political science, later moving into policy analysis while a research fellow of the East Asia Institute in Singapore. His current focus is the external impact of China’s internal governance.

Mr. James McGregor
James McGregor is Greater China Chairman for APCO Worldwide, and author of two highly regarded books: No Ancient Wisdom, No Followers: The Challenges of Chinese Authoritarian Capitalism, published in October 2012, and One Billion Customers: Lessons from the Front Lines of Doing Business in China, published in 2005. He was a veteran reporter for The Wall Street Journal, and prior to joining APCO he was founder and CEO of a China-focused consulting and research firm for hedge funds. He also held previous roles as a senior advisor for Ogilvy Public Relations China and the China managing partner for GIV Venture Partners, a venture capital fund that focused on technology and Internet investments in China and India. In 2014, he received a SABRE Award for Outstanding Individual Achievement from The Holmes Group.
Mr. McGregor was a reporter in the Washington bureau of Knight-Ridder newspapers during the Reagan administration. After serving as the Taiwan bureau chief for The Wall Street Journal from 1987 to 1990 and China bureau chief from 1990 to 1994, he spent seven years building Dow Jones’ media business in China as CEO of Dow Jones’ China. During this time, he established CNBC in China and created the Chinese language Web site of wsj.com, Dow Jones’ Chinese-language newswires, Chinese stock-market indexes and the first weekly business-television show in China. He was also a Series A investor in Sohu.com and served on the Sohu board for several years. After successfully preventing Xinhua News Agency from obtaining a monopoly on financial information in China, he received the Barney Kilgore award, Dow Jones’ highest employee accolade.
Mr. McGregor is a professional speaker, regular television and radio commentator and a contributor of essays and opinion articles for a variety of publications. He has lived in China for more than two decades, and can speak and read Chinese. He was an active member of the Board of Governors of the American Chamber of Commerce in China (AmCham) for nearly a decade and served as chairman in 1996. He is currently chairman of the U.S. Government Relations Committee for AmCham. He is also a member of the Council on Foreign Relations, the Atlantic Council, a Global Council member of the Asia Society, a board member of the U.S.-China Education Trust and a member of the National Committee on U.S.-China Relations.

Mr. Peter Martin
Peter Martin covers Chinese politics and foreign policy for Bloomberg News in Beijing. He previously worked as a consultant for APCO Worldwide in Beijing where he specialized in analysing China's political environment for multinational corporations. He also worked as a government affairs specialist for APCO in New Delhi and as advisor to its global CEO in Washington, DC.
