Dear Working Group member,
The European Chamber is pleased to invite you to the next Energy and Environment Joint Working Group meeting. It will be held on Thursday, 4 May, 14:00 – 16:00 at the European Chamber offices in Shanghai and Beijing via video conference.
On 3rd February 2017, the National Development and Reform Commission (NDRC), the Ministry of Finance (MOF) and the National Energy Administration (NEA) jointly released the Notice on Piloting of Green Certificate and Voluntary Purchase to further increase the deployment of clean energy.
As part of the scheme, which is already well-known in Europe and in the US, domestic utilities will use the green certificate market to sell the electricity they generate from all renewable energy sources excluding hydropower plants. Chinese power firms will have to achieve a minimum 9% share of non-hydro green power in their total output by 2020.
At the same time, NEA has set non-hydro renewable energy targets both at the provincial and regional levels. Local governments will have to ensure the use of between 5% and 13% of green power in their area by the end of the decade.
