The European Chamber sincerely invites you to a briefing on the new application system  for foreigners’ working permit, where Mrs. Zhu Ying Hua, Head of the Foreign Expert and Overseas Student Working Department of Shanghai Foreign Expert Bureau, i.e. the competent administrative authority in charge of issuance of foreigner’s working permit in Shanghai, will share with you the latest development of China’s new Foreigners’ Work Permit Policy and introduce the new online service system.

The pilot scheme on work permits for foreigners was introduced in October 2016 and has been  implemented nationwide since 1 April 2017. By combining the current two certificates into one, the scheme will classify workers into three categories to encourage inflow of high-level talents, control that of mid-level talents and restrict that of low-level talents, aiming to streamline work permit applications for foreign workers, in order to absorbing more high-level foreign talents and improve service capability for them. With the change of the application system, the procedures for foreigners applying for working permits and working visa are also changed. 

国家外国专家局于2016年10月至2017年3月出台并在9个城市试点了《外国人来华工作许可制度试点实施方案》，此新政策自2017年4月1日起在全国范围内正式施行。新政透过“两证整合” 对来华工作的外籍人员实施分类管理，鼓励引进高端外国人才、控制一般和限制低端人才，并创造更积极、更开放、更有效的政策环境。该制度将原“外国人入境就业许可”和“外国专家来华工作许可”整合为“外国人来华工作许可”，以进一步明确工作职责、减少重复审批、避免监管漏洞、提升办事效率。因而，有关证件及工作签证的办理流程亦有相应的变更。

Mrs. Zhu Ying Hua will inform about the new regulations and attendees will have the opportunity to consult with governmental officials face to face during the Q&A session, where members will have the opportunity to enhance understanding of the new regulation and benefit your work.
