China’s New Foreigner Work Permit System was launched nationally on 1st of April 2017. The new system uses a points-based, three-tiered classification system to evaluate which candidates qualify for a work permit.
2017年4月1日国家外国专家局启动了新的外国人来华工作许可制度。这个制度对来华工作的外国人分为A、B、C三类,实行计点积分制实行分类管理,以评估哪些候选人有资格获得工作许可证。
Since the adoption of this headline ‘three-tier classification’ system a series of further significant policy updates have been announced by the Ministry of Public Security, including on ‘foreigners permanent resident identity cards’ and on the issuance of temporary visas for interns and project workers.
自启用了这个“三级分类”制度后,公安部公布了一系列新的政策,包括“外国人永久居民身份证”、实习生和项目临时工人签证等政策。
While the new ‘three-tier classification’ system and associated polices are intended to bring further benefits to foreign talent working in China, it will bring short term challenges to in-house HR practitioners as they adapt their operations and practices accordingly.
虽然新的“三级分类”制度和相关政策旨在为来华工作的外国人员提供更多便利,但是短期内会给人事经理人在操作流程和相关业务办理过程中带来新的挑战。
