In June of this year, The New York Times warned that “As China moves to start enforcing a new Cybersecurity law, foreign companies face a major problem: They know very little about it.”
With the Cybersecurity Law having now been in effect for almost half a year, now marks an ideal time to assess the early cases brought by law enforcement in order to understand the short-term, critical compliance obligations faced by all companies doing business in China. At the same time it’s equally important that we look ahead to the development of the related rules and standards that will ultimately determine how the law will be implemented in the future.
At this year’s Cybersecurity Conference topics will include:
• Understanding how recent developments fit within a larger framework for security controls in cyberspace.
• What do we currently know about the implementing rules, and what can we infer on their future development?
• What have been the initial law enforcement priorities?
• Coming to grips with China’s Critical Information Infrastructure Protection and Multi-level Protection schemes; including what companies may be regarded as Critical Information Infrastructure operators.
• How can companies keep their cybersecurity infrastructure up to date with technological advancements?
• What are the latest developments and compliance obligations in the fast-evolving data protection regulatory landscape, including in the cross-border transfers of data?
The European Chamber will welcome a distinguished group of academics, lawyers, security experts and industry representatives to wade through the labyrinth of China’s cyber governance.

Mr. He Yanzhe
Mr. He Yanzhe
He Yanzhe is the Chief Inspector of Cybersecurity Review Department, Cybersecurity Evaluation Centre from the MIIT-affiliated China Electronics Standardisation Institute (CESI). He is involved in the drafting of various Chinese data protection standards and is a regular speaker at influential dialogues on cyber security and data flow security across China.

Mr. Chen Jihong
Chen Jihong is a Partner at Zhong Lun Law Firm and is widely regarded as one of the leading cyber security and IP lawyers in the PRC having advised some of the world's largest companies, both foreign and domestic.
Mr Chen’s main areas of legal expertise include: TMT Law, Intellectual property protection, IP portfolio management, IP licensing, e-Commerce, Privacy and data protection, anti-unfair competition, cyber security, domain name dispute resolution, IT and High-tech related legal matters.
Fluent in both Chinese and English, Jihong received his Masters at Tsinghua University in 1996, before graduating from Chicago-Kent College of Law in 2002. Mr Chen is widely published in leading academic journals and has received numerous awards domestically in the areas of IP and telecommunications law, most recently Mr. Chen was selected as “2015 China Top 15 IP Lawyers” by Asia Law and Business and in 2016 was awarded “Telecommunications Law -Lawyer of the Year in China” by Corporate INTL.

Clas Neumann is Global Head of the SAP Labs Network since 2009, and has been leading the Fast Growth Market Strategy team since 2013. In his role as Labs Head, Neumann acts as the central coordinator of all network activities. In his role as Head Fast Growth Market Strategy he leads the investments for SAP’s growth markets in Africa, China, Middle-East and Russia. Neumann has co-authored different books & article son innovation in emerging markets and been recognized through different awards for his engagement in society and business.
Ms. Carly Ramsey
Ms. Carly Ramsey
Carly Ramsey is based in Shanghai and leads the political and regulatory risk consulting for Greater China and North Asia. She has a decade of experience in China advising multinationals how to engage the Chinese government and mitigate political and regulatory risk.
Examples of Carly’s work includes:
Provided threat analysis and compliance recommendations for a major global airline regarding China’s emerging regulatory framework governing cyber and data security.
Advised a major MNC in the technology sector on the impact of the US-China trade dispute on their China market entry strategy.
Advised a major manufacturer on the security and regulatory risks of transporting high-value goods throughout China.
Prior to joining Control Risks, Carly was an Associate Director with APCO Worldwide. She led the Greater China healthcare team to provide advisory, government relations, and corporate communications strategy and execution services to major multinationals, trade associations, and governments.
Carly’s comments on China’s political developments have appeared in major media outlets, including the Financial Times and Wall Street Journal. She has a master’s degree in foreign policy and international security from Georgetown University and a bachelor’s degree in political science from the University of Western Ontario.
