The year 2017 brought a number of high-profile breaches that garnered attention not only because of the type of information taken or the number of consumers impacted, but also because of the missteps that followed the incidents. Companies are also facing changing regulations around data security and litigation that may shift the way cybersecurity suits are handled in China.
China's Cyber Security Law (CSL) came into force on 1st June 2017. The first development relating to the CSL and the related measures include high-profile enforcement actions taken by local authorities including China’s Cyberspace Administration against businesses for violations of the CSL.
2018 marked the beginning of yet another year where Chinese cybersecurity law could have a big impact on private companies. The rules known as the “Public Internet Cybersecurity Threat Monitoring and Mitigation Measures”, call on private companies operating in China to report and hand over cyberthreat information to the government’s Ministry of Industry and Information Technology (MIIT).
Chief information security officers (CISOs) face the difficult job of convincing their c-suites that cybersecurity expenditures are worth the big bucks, according to Government Computer News. CISOs need to frame cybersecurity in terms that executives can relate to, such as regulatory compliance, minimising risks and ensuring business continuity.

Ms. Isabelle Hajjar
Isabelle is head of Compliance with Tek-ID China, a Digital Risk Intelligence company. She leads regulatory and operational compliance support, consulting, strategy and program design, implementation and roll-out services for Tek-ID’s clients in the ICT and digital sphere, both locally in China and on a global level (cybersecurity, data protection, infrastructure, market access conditions, organizational issues, policies and procedures, training, etc.), in various sectors (from classic hosting to cloud services, SaaS vendors, e-commerce, retail, banking, automotive, investment funds, health, digital security products, etc.).
She further acts, for certain clients, as outsourced General Counsel / Compliance and Data Privacy Officer.
Isabelle has, since mid-2016, been actively engaged in the European Chamber of Commerce of China as the Vice-Chair of the ICT Working Group - Shanghai, happily offering her support in their mission and lobbying activities.
Isabelle is also the co-founder and co-chair of the IAPP (Internal Association of Privacy Professionals) - Shanghai Knowledge Chapter, focusing on disseminating Knowledge and exchanging experience in all compliance matters for Data and Privacy Protection, as well as for neighboring subjects, such as cybersecurity.
Before joining Tek-ID, Isabelle had already accumulated some 19 years in the ICT - digital field, with 9 years as an Attorney in Europe, followed by in-house experience as General Counsel for ICT Companies, with additional skills

Chun Yin Cheung is a Partner in PwC China's Risk Assurance practice based in Shanghai with over 17 years of experience including 5 years in Hong Kong. Mr. Cheung is PwC's cyber security subject matter expert, specializing in conducting business process review, IT regulatory compliance and consulting, IT systems risk management, information security & privacy risk management, COBIT, ITIL, ISO27001, business process & IT system controls assurance, IT and operational due diligence review and PKI/CA advisory for clients in Hong Kong, China and overseas. He also has extensive experience working with regulatory authorities, including HKMA and CBRC, to financial services clients for compliance reporting and consulting.

Background:
Dakai leads KPMG’s Forensic Technology team in Shanghai and he has over 13 years of combined experiences in providing Cyber Incident Response, E-Discovery and Data Analysis services. He stared his career in KPMG Holland and relocated to Shanghai in year 2011.
Relevant Experience:
Dakai started his Forensic Technology career at KPMG The Netherlands and has been working with different teams across Europe ever since. He was on various international projects where he spent years working in UK, German, Belgium for projects serving different large multinational corporations.
In 2011, Dakai relocated to KPMG’s Shanghai office, where he continued to provide technology solutions to oversea companies as well as supporting engagements in regards to internal auditors, cyber security, risk and compliance, fraud prevention/detection, anti-corruption practices, FCPA and UK-Bribery compliance, due diligence, data acquisition and preservation, Anti Money Laundry, litigation support engagements.
Dakai lead various Digital investigation engagements in China to assist client and its external counsel exploring facts lay beneath different ERP data sources. He has significant knowledge working with different local ERP packages as well as global ERP solutions to identify, extract, map, modelling, analysis and visualizing data from different angles, transform such information into meaningful business interpretations.
Dakai combines his extensive knowledge of data analytics with his system development skills to assist clients from various industries. Including provide information system solution to meet client’s specific requirements on fraud/loss prevention and detection related issues.
Dakai also specialized in E-Discovery by assisting clients and their internal and external counsels to collect, preserve and analyze large volume of structural and un-structural data. He provides technical inside and identifies factual findings in related to various commercial investigations and litigations. Over the past years, Dakai has been leading numerous large E-Discovery projects in China for pharmaceutical companies.
In the past few years, Dakai helped clients investigate urgent cyber breaches such as ransomeware, phishing attacks, etc. by providing Incident Response service in Mainland China.

Philip Lazare studied law in Munich and Berlin, Germany. After working for the Treuhandanstalt Privatization Agency and in the legal department of a medical engineering company in Berlin, he started to practice as a lawyer in a German law firm and was responsible for establishing offices in Poland and China. Mr. Lazare has worked in Shanghai since 2000.
Areas of Practice
Philip Lazare has advised European companies with their investments and mergers and acquisitions in China for more than 10 years. His spectrum of expertise ranges from real estate due diligence to the privatisation of companies belonging to the State. In addition, he also advises on the tax structuring of cross-border projects. Mr. Lazare's clients are the owners of large companies, affiliated companies and private equity houses.

Christophe POISSON has been working for 7 years as Asia Pacific Chief Information Officer for Arkema. Arkema is a French multinational chemical company with 20,500 employees worldwide and 4,200 for Asia Pacific. Christophe has successful experience in leading complex IT transformations in a context of growth, fast pace and integration of new companies & activities. He has strong abilities to manage, develop and engage large multicultural teams working in multiple countries. Innovation, digital approach and transformation, support to business and Cyber Security are his main priorities. Before coming to China, Christophe was manager of SAP teams in France.
Mr. Maxime Oliva

Mr. OLIVA Maxime is President and CEO of TekID a Digital Risks Intelligence (DRI) company specialized in cyber investigation and technology discovery. TekID is a company delivering business intelligence through a methodology called A.I.M. to evaluate risks in Cyber space, Innovation programs and IT Transformation.
Maxime came in Shanghai after JW & Associates win the security contest organized by the Shanghai Science and Technology Institute. He was responsible to adapt the organization structure to a worldwide market, globalize and improve internal process, integrate and issue new regulations, market and strategic analysis to provide forecast and put forward a new direction for the company.
Since end of 2016 he became an Associate and European President and finally join the Advisory board since 2017.
Prior to that, Maxime worked 5 years for Manpower Group as an IT Consultant and Project director. Across many different industries (Construction, Insurance, Energy, …) he advised worldwide companies about their IT strategies and how to implement them. He managed some critical project like the implementation of an HPC in order to perform deeper analyses on French nuclear reactor after Fukushima’ incident. He also was the creator of a strategic product for Manpower Group called S.M.A.R.T which was one of the first enterprise mobile application, mobile insurance and MDM product in France.
Alongside his professional duties, Maxime is also officiating at the International Association for Privacy Professional (IAPP) as Shanghai Chapter co-chairman. He is also an active ICT Working group member at European Chamber of Commerce in China (EUCCC) where he always attends seminars, working meeting, and been involved in EUCCC position paper reviewing activities.
Maxime holds an IT Project Management master form the French conservatory and several certifications such as PMP, ITIL V3 and Microsoft expert certificates.

Simone Ciampi is the Executive Director of Exprivia IT Solutions (Shanghai) Co. Ltd. Simone has been living and working in China for more than 8 years and he has a broad experience in Information Technology and ERP integrated systems.
Exprivia IT Solutions is a leading Italian company in the ICT market, specialized in digital technologies, and it has successfully operated in China since 2014.
Mr. Jian Jun Hu
Mr. Jian Jun Hu
Hu Jian Jun joined Siemens in 2005 in IT security department of Corporate Technology after his graduation. There he started as a white-hat hacker (pen-tester) and participate many security projects with SIEMENS BU/OC and external customers. He was responsible for risk assessment, security planning and security solution design, e.g. threat and risk assessment (TRA), incident handling (CERT activities). And start the research and cooperation with local security authorities and standardization institutes.
Hu Jian Jun took over his current position as head of AIT RG in CT China in 2015, his department holds the security service business license for SLC, and acting as the China hub of product and solution security (PSSO).
Starting from 2016, he is also leading the Siemens China Innovation Center - Cyber Defense Center project (SCIC-CDC) team to build up the security operating center in Suzhou which can safeguard Siemens products, solutions, factories and plants, and provide value-added security service to both internal and external customers.
Dr. Paul El Khoury
Dr. Paul El Khoury
Dr. Paul EL KHOURY is the Head of Product Security for SAP Labs China, defining the product security strategy and driving its execution across the different SAP Labs locations in China. He serves as an executive advisor for the SAP’s Chief Security Officer & Head of Global SAP Labs Network on all security topics related to SAP businesses in China. In his previous roles, he was driving various security topics on the technical and organizational level for SAP globally. He holds a Ph.D. in Computer Science from the Université Claude Bernard Lyon1, with focus on security engineering. He is a Certified Information Systems Security Professional and has authored various scientific publications and patents in the field of software security.
