Event Description The Research & Development Working Group is glad to invite you to the next Working Group meeting and Chair Election, which will take place on Friday, 15th March 2019, 9:30-12:00 at the European Chamber Shanghai Office. Europe-China R&D Cooperation has entered a new stage since the 14th meeting of the Joint Steering Committee of the EU-China Agreement for Scientific and Technological Cooperation having taken place in Beijing on 13 December 2018. The meeting discussed potential Europe-China R&D cooperation in many thematic areas as well as the implementation of Co-Funding Mechanism (CFM). Despite the existing financial supports at the local level, compared with Chinese domestic companies, foreign companies that operate R&D in China face difficulties when applying for public funding and R&D grants at the national level. To promote the innovation of both China and Europe, this working group meeting is going to discuss challenges and opportunities of Europe-China R&D Cooperation, especially from the angle of the Europe-China incentives program. In addition, we will also have a Chair Election of 2019 R&D Working Group, as well as the R&D Position Paper (PP) 2019/2020 Discussion. The desired characteristics of a Chair and Vice Chairs are a senior industry representative with relevant industry expertise and government contacts who has the time and willingness to support the Working Group. Previous participation in the Working Group is essential. The duration of the term for both Chairs and Vice Chairs is one year. The maximum duration of Chairperson or Vice Chairperson of a Group is three consecutive years. Candidates are only eligible for Chair or Vice Chair positions if he/she is physically based in China. Corporate Members are eligible for Chair and Vice Chair positions. Representatives from industry associations and individual members are only eligible to hold one of the Working Group Vice Chair positions. The R&D Working Group can have, at most, one National Chair and three National Vice-Chairs. In accordance with European Chamber internal guidelines, the Business Manager will send another email to the Working Group at least 3 days prior to the election with the bios and motivation letters of all candidates attached. Voting for the election must be conducted in person at the Group meeting (one vote per company) after each candidate has been given an opportunity to give a short speech on why they would like to run for election. All elected Chairpersons must sign the attached Code of Conduct following election. Mr. Alessio Petino
Mr. Alessio Petino
Alessio Petino is a Senior Project Manager at Development Solutions (DS) – a European consultancy with its primary focus on supporting EU external policies and cooperation strategies towards strategic partner countries. Alessio Petino currently also serves as the expert on the EU-funded project “Improving EU Access to National and Regional Financial Incentives in China”, which has the objective of increasing the framework conditions for the participation of European actors in Chinese innovation funding programmes.
Mr. Phipps Xue
Mr. Phipps Xue
Working in SAP Labs China Management team, Phipps is in charge of R&D collaboration with strategic partners in China (like Alibaba, Huawei, Tencent and Baidu), and in addition to that, drives strategic topics including Blockchain, Industrie4.0/IoT in China. In this role, his project with SIA (Shenyang Institute of Automation) on Industrie 4.0 was presented to president Xi in Dec 2015 WIC, as well as in many other high ranking exhibition events.
Prior to that, Phipps has gained experience in both technology and business through various roles since joining SAP in 2003. Technologically, Phipps has led the end-to-end development the first universal release of SAP Business One, SAP’s flagship ERP product for Small-and-Medium Enterprise, with teams from China, Israel and Slovakia. Years later, He moved to take charge of the global business operation of SAP Globalization Services HCM product unit covering development teams in eight countries. Phipps graduated from the University of Manchester in an MBA degree. Phipps owns several USA patents in the area of enterprise computing.

Dr. Zhonghua Xu
Dr. Zhonghua Xu has 20+ year-experience on R&D and projects development in university and international energy giant. His expertise covers materials, energy, chemicals, environment, microelectronics, etc.
He has strong network with energy and chemical industry, international academic labs and public institutes, government. He understands well the challenge, opportunity and evolution of innovation for energy and chemical industry.
He has served as National Chair of the Energy and R&D Working Groups of the European Chamber, and is currently National Chair of the Carbon Market Working Group.
Dr. Denis Bortzmeyer
Dr. Denis Bortzmeyer
Previously, Denis was Head of Partnerships in the R&D Department of Arkema: this position supervises all collaborative R&D programs and partnerships, between Arkema and academic laboratories or other private companies. In 2010 and 2011 he was elected President of Axelera’s Chemical Competitiveness Cluster. He also served as President of the Strategic Advisory Board of the Carnot Institute “ Energies du Futur” in Grenoble (France) and in various Industry-Academic Boards.
In 2012, he went to China in order to build and manage the new Research Center of Arkema in China. Close to Shanghai, this facility is now the main R&D platform of the Group in Asia. Having majored in material science, Denis Bortzmeyer obtained his PhD in continuum mechanics of ceramic powders at Ecole des Mines de Paris.

Dr. Jack Chen
Jack Chen is responsible for Research and Innovation activities at Clariant China. He studied undergraduate at Fudan University and received a PhD in Organic Synthesis from University of Michigan. Jack started his career in pharmaceutical process research and development at Pfizer (legacy Upjohn) in Michigan. Then he moved to GlaxoSmithKline to run its process automation group in Philadelphia. Later he held leadership positions at Asymchem Labs, a CRO/CMO company serving pharma companies based in both US and China. In 2009, he returned to Shanghai, and led Research and Innovation for DSM Nutritional Products, successfully building up two research centers in China. Before joining Clariant, Jack also spent 2 years in DSM HQ in the Netherlands, overseeing a R&D Excellence program. In additional to his 15+ years of managing R&D teams and innovation, he collaborated extensively with academic institutions and trade associations in China.

Elisa Yu is currently Senior Advisor of Innovation Funding Team of Business Finland. She has joined Business Finland (Tekes ) since 2013.
Business Finland is the Finnish innovation funding, trade, investment, and travel promotion organization, headquartered in Helsinki. Business Finland is fully owned by the Finnish Government. Business Finland employs 600 experts in 40 offices globally and in 20 regional offices around Finland. Business Finland is part of the Team Finland network. The Innovation Team offer funding for research, product development, and many kinds of business development needs, especially for small and medium-sized companies. Large companies and research organizations can receive funding for joint projects with smaller companies.
Before joining Business Finland, Elias worked as Key Account Manager and Regional Manager of Strategic Development of GE Healthcare for seven years. Her area of expertise covers Healthcare, PR &Government Relation, Innovation Funding and Start-up eco-systems. Elias graduated from Hotel Management Department of Shanghai Normal University.
