Dear Finance & Taxation Working Group Members,
The European Chamber is delighted to invite you attend the first F&T working group kick-off meeting in 2019. The meeting will take place on Monday 15 April from 2 -4pm in the Shanghai, Beijing, and South China offices via videoconference facility. In this meeting, we will hear a presentation on Chinese tax reform and tax updates from Mr. Chengfei Yuan, Tax Director of PwC China; elect the working group Chairs and Vice Chairs; and discuss the Position Paper and the priorities of the F&T working group in 2019.

Presentation:
Mr. Chengfei Yuan, Tax Director of PwC China, will speak on the topic of Chinese tax reform and tax update, in particular:
Outlook for 2019 China tax reform - Measures of deepen VAT reform and other highlights of government work report
Latest clarification of Individual Income Tax (“IIT”) policies for foreign individuals in mainland China and Corporate Income Tax ("CIT") policies updates effective from 2018

Chairs Election:
In this meeting, 2019 F&T Working Group Chair Election will be organized. Chair and Vice-Chairs play a crucial role in driving the Working Group, which includes a leadership role in the drafting of the Position Paper, communicating key messages to Chinese and European government authorities and steering Working Group meetings.
Should you be interested in putting your name forward for election or nominate any candidate, please send a short biography and a motivation letter, stating whether you intend to run for Chair or Vice Chair and your plans to promote the working group to Ms. Rachel Rapaport at rrapaport@europeanchamber.com.cn no later than Monday 8 April, 2019.
In accordance with European Chamber internal guidelines, another email will be sent to the Working Group prior to the election, with the biographies and motivation letters of all candidates attached. Voting for the election, one vote per company, must be conducted in person at the Working Group meeting after each candidate has had the opportunity to give a short speech on why they would like to run for election. The duration of the term for both Chairs and Vice Chairs is one year. All elected Chairpersons must sign the attached Code of Conduct, following election. To familiarize yourself with the Code of Conduct and responsibilities as chairs, please refer to the attached Starter Kit.
Position Paper Discussion
We will discuss the F&T 2019-2020 position paper and discuss potential changes to our lobby priorities. Please look over last year’s position paper, attached to this email, and consider revisions to the key recommendations, which are also included in a Word document for your convenience. If possible, please send me your recommendations over email in advance of the meeting. Your ideas will help lead a more efficient discussion at the 15 April meeting.
We encourage as many of our members as possible to attend the meeting to have their say in the leadership and representation of the Working Group in the year ahead. Mr. Chengfei Yuan
Mr. Chengfei Yuan
Chengfei joined PwC Société d’Avocats (law firm of PwC France) in April 2006 in Paris, is director now. He specializes in both China/French corporate tax and international tax with Sino-French bi cultural (French and Chinese speaker).
Chengfei is currently working for PwC Shanghai tax service (French tax desk) from October 8th 2013 . He has been involved extensively in dealings with European/French cross-border investment into the China and has extensive experiences in advising European/French multinational companies to formulate their investment strategies, structure their expansion and streamline their operating structures to comply with various business and tax regulations in China.
Since 2006, he has worked for a broad range of top tear financial and strategic clients (e.g. CAC 40 groups and European mid-cap companies). His experience encompasses a broad range of industries including Automotive, energy and utilities, consumer products, healthcare, industrial, transport, sports and media.
Chengfei obtained a Master degree of Corporate tax law from Paris Dauphine University (2006) as well as a Master degree of International commercial law from Paris X Nanterre University (2006).
