As the Standardisation Reform progresses, we have seen a number of positive developments on Enterprise Standards such as the Chinese Government loosening its control over enterprise standards and gradually withdrawing the need for registering. However, a number of points remain a potential cause of concern for the foreign business community. One of these issues is the self-declaration system, which in some cases can produce duplication with compulsory certification schemes, and also seeks to address product and function performance (areas not in line with WTO/TBT Agreement). Another of these issues related to Enterprise Standards is the “Top Runner” system, for which last July the State Administration for Market Regulation (SAMR), National Development and Reform Commission (NDRC), Ministry of Science and Technology (MOST), Ministry of Industry and Information Technology (MIIT) and 4 other regulatory agencies released the Opinions on Implementing "Top Runners" System of Enterprise Standards. Considering the development path of the Enterprise Standards system, a clear and unified voice from the foreign business community is fundamental in order to be able to make our feedback heard. In order to strengthen this voice, communication among different international stakeholders – be it companies or organisations – is key.
