78 people were killed and hundreds were injured in an explosion occurred in Xiangshui, Yancheng on 21 March 2019; this is another disaster in China, following the Tianjin explosion (12 August 2015) and Zhangjiakou explosion (28 November 2018), that has shocked the government and entire community. As a consequence, the local government decided to permanently shut-down the Xiangshui Industry Park; meanwhile, the Jiangsu provincial government plan to reduce the number of chemical companies to 1000 by year 2020. Stringent safety inspections are actively undertaken at each site and non-compliance may lead to shut down or relocation of the plants. This regulatory safety supervision exercise does not only affect the plant operation itself, but also influences the steady supply of material to the plant.
This seminar will address questions such as:
- What are likely trends in regulations and enforcement as a result of the Jiangsu incidents?
- What are the reverberations felt along the supply/distribution chains?
- How likely is the incident to affect companies in Guangdong?
- How does EHS enforcement fit into the wider trend of industrial restructuring, changing labour dynamics and relocation of operations, within or outside of China?
- What concerns arise if a company has other factories or residential areas at the surrounding?
- Where can the management improve for better safety performance?
These questions will be addressed by three expert speakers from the EHS, safety auditing and risk management fields. In depth analysis and real world case-studies will be presented in order to provide you with the tools to strengthen your company’s risk management capabilities.
