中国加强社会信用体系建设,全面提升营商环境已进入新阶段。中国政府部门自2013年已发布近350项中央层面的法律、法规、政策,以及超过1000项地方管理规定,明确定义了企业社会信用体系。至2019年中期,社会信用体系下的多个机制已经开始运行,多项评级已全面覆盖中国境内所有企业。
建立健全的社会信用体系,确立切实可行的执行机制,有助于维护市场秩序,规范市场主体,促进实体经济健康发展。但这一举措也给企业带来了守信合规方面的挑战。
中国欧盟商会有幸邀请到国家发改委财政金融与信用建设司张春副司长就 《加强企业社会信用体系建设 助力实体经济健康发展》为主题进行独家对话演讲。
The building up of China’s Social Credit System (SCS) has entered a new phase. Since 2013, China’s government authorities have published approximately 350 regulations, laws and policies at the central level and more than 1,000 documents at the local level defining the Corporate SCS. In mid-2019, many of the system’s mechanisms are operational. Several ratings are already applied to all companies active in China.
The establishment of a solid social credit system (SCS) and implementation mechanism will undoubtedly contribute to a sustainable and healthy market, whereas compliance challenges for corporates arise at the same time due to the strictness and comprehensiveness of the rating system.
The European Chamber is delighted to invite you to an exclusive dialogue with Deputy Director-General ZHANG Chun from Department of Fiscal, Financial Affairs and Credit Building, NDRC, to share with members his views on Corporate Social Credit System.

研究分析全社会资金平衡和财政、金融体制改革等问题。研究财政、货币政策与发展规划、产业和区域政策协调发展并提出相关建议。提出直接融资的发展战略和政策建议,按分工审核非上市公司发行企业(公司)债券。组织拟订促进私募股权投资基金发展的政策措施,推进创业投资和产业投资基金发展与制度建设。推进社会信用体系建设。
Department of Fiscal, Financial Affairs and Credit Building, NDRC
Research and analyse social fiscal balance and fiscal and financial reforms; research and analyse monetary policy and regional development; propose direct financing strategy; unlisted corporations’ bond review; propose private equity development strategy; push for angel capital and industry investment fund development; push for social credit system’s development.

Events have limited seating so to ensure your attendance we encourage advance online registration and payment. We cannot guarantee entry to anyone not registered in advance.
Payment can be made by cash, (domestic) credit/debit card or wechat. If you pay in advance by wechat we are typically able to provide you with your fapiao on arrival. For payments made on-site we will dispach the fapiao to your given address within 5-10 days.
Events are held in English and follow the Chatham House rule unless otherwise stated.
Cancellation Policy
If you cannot attend the event for which you have registered, please cancel your registration no later than one business day prior to the event. If you fail to notify us of your cancellation in a timely fashion, you will be charged for event costs.

Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to corporate social events/tournaments.
