In the past few months, foreign direct investment (FDI) has returned to the forefront of discussions among European policymakers and business circles. The COVID-19 outbreak and its negative impact on the economy have intensified concerns related to potential takeovers of vulnerable European companies in key sectors. European countries like Spain, Germany and Italy are considering changing their FDI screening regimes or have already done so. At the EU level, on 25th March, the European Commission published an updated guidance on the screening of FDI.
Given the potential impact that these policies will have on European companies – both in their EU and China operations – it is key for them to have a clear understanding of both the current landscape in terms of Chinese FDI in Europe and the recent measures taken at the EU level.
The European Chamber is pleased to invite you to our upcoming webinar on 29th April, where three experts, Carlo Pettinato, Head of the Investment Policy Unit at European Commission’s DG TRADE, Mikko Huotari, Executive Director at the Mercator Institute for China Studies (MERICS) and Agatha Kratz, Associate Director at Rhodium Group, will discuss the recent trends on Chinese FDI in Europe and the policy updates rolled out by the EU.
This webinar will be off the record and follow Chatham House rules.

Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to corporate social events/tournaments.

Ms. Agatha Kratz
Agatha Kratz is an Associate Director at Rhodium Group.
Agatha coordinates Rhodium Group’s European activities and leads research on European Union-China relations and China’s commercial diplomacy. She contributes to Rhodium work on China’s global investment, industrial policy and technology aspirations. Agatha is a non-resident Adjunct Fellow of the Reconnecting Asia Project at the Center for Strategic and International Studies under the Simon Chair in Political Economy.
She holds a Ph.D. from King’s College London, on China’s railway diplomacy. Her previous positions included Associate Policy Fellow at the European Council on Foreign Relations and Editor-in-Chief of its quarterly journal China Analysis, Assistant Editor for China Economic Quarterly, and Junior Fellow at Asia Centre in Paris. Agatha has a Bachelor’s degree in Political Science and a Masters in Finance from SciencesPo Paris, as well as a Masters in Public Administration from the London School of Economics and Columbia University School of International and Public Affairs.

Dr. Mikko Huotari
Mikko Huotari is the Executive Director of MERICS. His research focuses on China’s foreign policy, China-Europe relations and global (economic) governance and competition. He has published on China’s rise as a financial power, trade and investment relations with Europe as well as on geopolitical shifts related to China's emergence as a global security actor.
Huotari studied in Freiburg, Nanjing and Shanghai. He holds a PhD from Freiburg University and was a guest scholar at the University of California in San Diego in 2017/2018. In 2019, Huotari was appointed as one of 15 German representatives to the German-Chinese Dialogue Forum.
Mr. Carlo Pettinato

Mr. Carlo Pettinato
Carlo Pettinato is the Head of the Unit responsible for investment policy, in the Directorate General for Trade of the European Commission. Before this post he has been Deputy Head of Unit responsible for trade relations with Latin America. He started his EU career in DG Trade in the trade defence department and then moved to become EU negotiator on investment issues in the WTO, OECD, ASEM, and in the context of the EU-Chile and EU-Mercosur negotiations (1998-2004). Between 2005 and 2011 he was posted in the EU Delegations to Jamaica (Kingston) and Central America (Managua) as economic counsellor. Carlo Pettinato studied Political Sciences with specialisation in International Economics at the University of Florence (supervisor: Prof. Mario Draghi) and holds a Master in Public Administration from the Solvay Business School. He has been guest lecturer at Bocconi University (Milan, Italy), PhD course in International Economic Law, and at the College of Europe (Bruges, Belgium).

Mr. Jens Ewert
Jens Ewert, a Senior Partner with Deloitte China, has over 30 years of working experience in the professional services, based in Shanghai since end 2002 – he has been a member of Deloitte China Eastern Region Management team since then. Jens is the national leader for Deloitte China Life Science & Health Care Industry, leading a dedicated industry team comprising over 1000+ partners and professionals. He also covers our full range of multidisciplinary services, from consulting, risk & financial & tax advisory and audit & assurance, offering to Multinational Clients in China.
Jens has received the ‘Magnolia Silver Award’ from the Shanghai Government in September 2021, recognizing foreign business leaders for their special and outstanding contribution to the City’s development. He is also a Board member at the EUCCC Shanghai and the National Vice-Chair of the Investment Working group at the EU Chamber in China.
Prior to moving to China, he has been working in numerous countries always in professional services, such as France, Hungary, Vietnam and Indonesia. He hold a Master degree from University Paris X Dauphine in Business & Finance and a Diploma of Political Science from Institut d'Etudes Politiques de Paris. He also attended numerous executive programs at IMD and Insead. He is married to Christine and calls France his home.
