Mr. LIU Yiyang was admitted to the Ministry of Foreign Affairs of the People's Republic of China since graduating from the Foreign Affairs College in 2001, he has served consecutively for the Latin America Division, the Asia Division, the Embassy in Pakistan and the Embassy in Afghanistan as the Secretary of the Ambassadors and Director of the Political Office. He entered the photovoltaic industry in 2012. He is currently the Deputy Secretary-General and Press Spokesperson of China Photovoltaic Industry Association.

2001年自外交学院毕业即考入中华人民共和国外交部工作，先后在外交部拉美司、亚洲司、驻巴基斯坦使馆、驻阿富汗使馆任职。历任大使秘书、政治处主任等职。2012年进入光伏行业，现任中国光伏行业协会副秘书长兼新闻发言人。

秦海岩先生, 世界风能协会副主席、国际电工委员会可再生能源认证体系（IECRE）副主席、全球风能组织执委、中国可再生能源学会风能专业委员会秘书长、张家口（国家级）可再生能源示范区专家咨询委员会秘书长、国家海上风电装备质量监督检验中心主任、北京鉴衡认证中心主任，并作为独立专家受聘于国际可再生能源署、联合国开发计划署、世界银行等多个国际组织。在风能、太阳能等可再生能源行业，拥有超过24年的检测认证经验。长期从事行业研究、政策研究、标准研究、检测认证、国际推广，主持并参与多项国家级科研项目和国际合作课题，深谙可再生能源的技术创新与产业发展。
Mr. Qin Haiyan, General Secretary of Chinese Wind Energy Association (CWEA), vice-chairman of IEC System for Certification to Standards Relating to Equipment for Use in Renewable Energy Application (IECRE), Vice Chairman of World Wind Energy Association (WWEA), and Director of China General Certification Center (CGC). He is also invited by IRENA, UNDP and ADB as their external renewable energy expert.
He has more than 24 years’ experience in the field of renewable energy certification, testing and inspection, and has been engaged in wind, solar and other renewable energy policies development and technology research. He dedicates in the assessment, promotion and application of renewable energy technologies, and has chaired and participated in a large number of renewable energy research projects and has been helping in renewable energy standards’ global recognition. He led the China General Certification Center to become the first certification body, inspection body and testing laboratory outside Europe to be accredited by the IECRE.
