The Annual General Meeting (AGM) of the European Union Chamber of Commerce in China will take place on 28th May, 2020 at 5:00pm. For the first time ever, the AGM will be conducted online to offer the opportunity for all members to participate.
The EU Ambassador to China, His Excellency Nicolas Chapuis will deliver a keynote speech, and President Joerg Wuttke will present the Chamber’s Annual Report showcasing important achievements and key moments for the Chamber in 2019, while also highlighting upcoming high-level opportunities for this year. The Chairman of each of the Chamber's six local chapters will also provide an overview of the achievements from their respective chapters.
The European Union Chamber of Commerce in China is pleased to announce that the below candidate has put forward the candidacy to run for an elected position in the Chamber’s Executive Committee. The candidate has been nominated, and seconded, by fellow members and the validity of the nomination is also confirmed by the Returning Officer and the Secretariat of the Chamber. Directly following the AGM, President Joerg Wuttke will lead a VIP webinar discussion with three champions of multilateralism to get a better grip on the EU-China-US triangle and the directions that their relations may go in.
VIP guests joining the discussion include: Charlene Barshefsky, former US trade representative who oversaw the US side of the negotiations with Premier Zhu Rongji for China’s accession to the WTO in 2001; Mikuláš Dzurinda, former prime minister of Slovakia who led his country through its accessions to both the EU and NATO, and who is known for advancing a series of key market reforms; and Jyrki Katainen, former EU Commission vice president and former prime minister of Finland, who spearheaded the EU’s work on jobs, growth, investment and competitiveness. for more information of the VIP webinar, please click here.

Mr. Nicolas Chapuis
Mr. Nicolas Chapuis
Mr. Chapuis began his career in the 1980s as the Press Attaché at the Embassy of France in Beijing. In 1983, he was appointed Second Secretary (Political Affairs) at the Embassy of France in Beijing and then Desk Officer for China, Taiwan, Hong Kong, and Mongolia at the Asia-Oceania Department of France’s Ministry of Foreign Affairs (MFA). Between 1987 and 1988, he was a CFIA Fellow at Harvard University.
In 1988 and 1989, he held the position of Desk Officer for NATO & European Security at the Political Affairs Department of France’s MFA. From 1989 to 1992, he was the Cultural Counsellor at the Embassy of France in Beijing.
Mr. Chapuis's diplomatic career continued in the role of Deputy Chief of Mission at the Embassy of France in Singapore. Following this, he held the position of Personal Assistant to the Deputy General Secretary for European and Economic Affairs at the MFA before becoming the Deputy Director (East Asia) of the Asia-Oceania Department of the MFA from 1995 to 1998.
In 1998, returned to China as the Consul General in Shanghai. Between 2002 and 2003, he was First Counsellor (Cultural Affairs) at the Embassy of France in the United Kingdom and the Director of Institut français du Royaume-Uni.
From 2003 until 2005 Mr. Chapuis served as Ambassador of France in Mongolia and in 2005–2009 he was Deputy Chief of Mission at the Embassy of France in Beijing.
In 2009–2010, served as Prefect of the département of Hautes-Alpes. Following this, held the position of Chief Coordinator of the MFA WikiLeaks Taskforce until 2011.
Mr. Chapuis has been the Ambassador of France to Canada since February 4th, 2015. In September 2018 was nominated as Head of the EU Delegation to China
Mr. Jörg Wuttke
Mr. Jörg Wuttke
Jörg Wuttke is Vice President and Chief Representative of BASF China, based in Beijing. Since joining BASF in 1997, Mr. Wuttke has been responsible for helping guide the company’s investment strategies for China, negotiation of large projects and government relations.
Previous to joining BASF, Mr. Wuttke worked with ABB for 11 years; in fact his first professional encounter with China was in 1988 as the Finance and Administration Manager of ABB Beijing. In 1990, he returned to Germany as Sales Manager of ABB Power Plants Division, responsible for gas turbine sales to Africa and Russia. In 1993, he became Chief Representative ABB China in Shanghai and in 1994 moved to the President's Office of ABB China in Beijing, where he was responsible for the development and financing of large projects.
From 2001 to 2004 Mr. Wuttke was the Chairman of the German Chamber of Commerce in China. From 2007 to 2010, 2014 to 2017, and since May 2019 again he is the President of the European Union Chamber of Commerce in China
From 2011 to 2019, Mr. Wuttke was Chairman of the BIAC China Task Force of the Business and Industry Advisory Committee to the OECD (BIAC), a Paris based body of major business associations that lobbies the OECD.
From 2013 to 2016, and again since 2019 Mr. Wuttke is Vice Chairman of the CPCIF International Cooperation Committee, a group representing Multinational Companies in China’s Chemical Association.
Since its establishment in 2013, Mr. Wuttke is member of the Advisory Board of Germany’s foremost Think Tank on China, Mercator Institute for China Studies (MERICS), in Berlin.
In January 2019 Mr. Wuttke joined the International Board of the Stars Foundation, in Switzerland. stars - for Leaders of the Next Generation.
Mr. Bernhard Weber
Mr. Bernhard Weber
Mr. Bernhard Weber is the Chief Representative of the State of Baden-Württemberg in China and General Manager from the Baden-Württemberg International - Nanjing.
He was Senior Vice-President & Regional Administration Officer of BSH Home Appliances Holding (China) Co., Ltd. from October 2014 to June 2018 and he was responsible for public affairs and regional human resource management. He also act as the local interface to the regional service line of global IT functions.
Mr. Weber started to work as Vice President and CFO of BSH Home Appliances (China) Co., Ltd in July of 2003. In the beginning of 2016, Mr. Weber was elected Chair of the Nanjing Chapter of the European Chamber of Commerce in China.
Born in May of 1958, Mr. Weber has studied in Europe, China, Japan and the United States, graduating with MA and MBA degrees with high honors. Besides his native tongue, German, Mr. Weber also speaks Mandarin Chinese, English, Italian, French and Japanese.
Mr. Carlo Diego D’Andrea

Founder and Managing Partner of D’Andrea & Partners Legal Counsel, and Founder of DP Group.
Graduated in Law at the University of Teramo (Italy), he then subsequently obtained a Masters’ degree in Corporate Advisor at LUISS University in Rome and a Diploma in Chinese Studies at Nanjing Normal University and is a member of the Italian Bar Association.
Mr. D’Andrea arrived in China in 2005 and is fluent in Italian (mother tongue), English, Mandarin Chinese and Spanish. He mainly deals with cross-border mergers and acquisitions, assistance in ODI/FDI and intellectual property rights.
He is also acting as Vice President of the European Chamber and Chair of the Shanghai Chapter.
Mr. George Lau
Mr. George Lau
George Lau, General Manager of TÜV Rheinland Greater China Products Accreditation and Certification at TÜV Rheinland, where he has worked for 12 years.
Since 2011, Lau has held exchanges for authorities, e.g. SAMR (State Administration of Market Regulation, formerly AQSIQ), Shanghai Institute of Administrative Law, Hamburg Business Development Corporation, and companies e.g. Google, Alibaba, Huawei, Lenovo etc. regarding EU certification regulations & risk management, receiving unanimous recognition.
Previously, Lau worked as an analyst for ZTE Corporation. As result of his performance regarding African market development – fulfilling Chinese central government’s mission – he was promoted directly to Assistant to the CEO.
Since 2004, Lau has been studying the Chinese Communist Party, Chinese-foreign cultural differences, socialism with Chinese characteristics etc., to explore strategies of foreign companies in China. He believes that such knowledge is indispensable for multinationals developing in China.
Lau is a German Chinese who immigrated to Germany at the age of 5. He is fluent in German, English, Cantonese, Mandarin, French and graduated from Konstanz University with magister juris in 2003.
Mr. Harald Kumpfert
Mr. Harald Kumpfert
Harald Kumpfert serves as Co-Founder and General Manager ECO-WIT New Energy Co. Ltd. and Chairman of the Board, EU Chamber of Commerce in China, Shenyang Chapter.
Harald Kumpfert has been working for 20 years in China in the field of energy efficiency.
From 1996 to 2009 Harald used to work for Honeywell and Siemens in China to lead the controls business for heating and cooling systems. Many city heating systems were modernized using control systems to reduce energy consumption and to improve the operational safety.
Innovative system designs and control methods were introduced to the Chinese market.
In 2010, Harald Kumpfert joined SmartHeat and established the Heat Pump business through acquisitions in China and Germany.
In 2016, Harald Kumpfert founded and Established ECO-WIT New Energy Co. Ltd and Established Strategic Partnerships with Kuebler GmbH, to become the Representative for China. And established partnerships in China for joint market development.
Harald also introduced new technologies, designs and operational methods to the industry, helping companies to reduce their energy bills while contributing to the improvement of air quality.
In appreciation for his contribution to the development of the City of Shenyang and the Liaoning Province Harald was awarded the Rose Prize of Shenyang in 2013 and the Friendship Award of Liaoning in 2014.
In 2015 Harald Kumpfert joined the Board of the EU Chamber of Commerce in China and took over the position of Chairman of the Shenyang Chapter to support European Companies in developing their business in North East and to foster the ties with the society.

Cheung Yup Fan (YF) is the CEO and Executive Director of Standard Chartered Global Business Services Co., Ltd. YF has more than 30 years experience in the Banking industry and has a deep knowledge of the Hong Kong and China Securities and Financial products.
He graduated with Master Degree of Business Administration in Henley Management College and is capable of Mandarin, Cantonese and English.
He was the Head of Markets, Wealth and Securities Operations of Standard Chartered Bank (Hong Kong) Limited. And led and drove the back office operations efficiency and standardization for all investment services covering Financial Markets, Wealth Management, Private Bank and Equities. Before joining Standard Chartered Bank, YF worked at the Hong Kong Securities Clearing Co. Ltd. and was instrumental in implementing the Hong Kong’s equity market clearing and settlement infrastructure to facilitate effective share and money settlement and oversee the complexities of the Hong Kong equity market. Within Standard Chartered, YF led and participated in a number of integration projects and infrastructure projects in the region.
