1. Update on recent lobby actions: Meeting with DG Trade, planned action on Information Security Issue
Workshop on EU-China Telecom Regulatory Comparison, EUCIS, 5 September 2008
Information Security: With regard to the 13 standards on Information Security, CNCA has no intention to alter the standards but has tried to engage companies on the implementing rules, members note that doing so could be construed as an implicit acceptance of the standards. Future discussion with government agencies (MOFCOM, CNCA, MIIT) is suggested to focus on trade issues instead of technical concerns. EC is waiting for industry lead on this. Proposed joint letter with AmCham, USITO, JapCham drafted, awaiting Presidents’ signature.
Action point: BM to email group.
PCA: DG Trade in talks with MOFCOM (and MIIT), MOFCOM expressed interest in adding section in PCA on e-Commerce. DG Trade position: there must be some Chinese clarification and concessions on VAS licensing
CCC: CCC is renewed annually; new additions this year include provisions on forced recalls and the expiry of certificates. WG needs to negotiate an implementing guideline for CCC in the telecom sector.
2. Brussels Circuit: Key Points for Commission, Meetings with ETNO, EICTA
Brussels Circuit: 15 to 17 September
Meetings will be organized at high level and technical level.
Generally:
DG Enterprise: subject revolves around standard issues.
DG Trade: market access
DG InfSoc: ICT portfolio as a whole
Meeting with Chinese ambassador: impact on future investment of info security standards, political interference into bidding for equipment contracts
3. Lobby Action Plan 2008/2009
It is suggested to meet with SAIC on Electronics side.
CNCA merely has plan for IT rather than telecom.
E-commerce agreement can be used as a leverage to obtain clarification from MIIT.
