Dear Members,
The European Chamber is pleased to invite you to the coming Logistics Working Group in PRD on October 15th.
This WG is dedicated to all companies related to logistics, dealing with customs, or in the supply chain management: the maritime transportation, truck fret, freight forwarders, moving companies, finance consulting companies, manufacturing companies…etc.
This WG aims to help these companies in having a common strategy towards the related authorities and learning from each other by sharing information.
Participants will be invited to attend Logistics Working Group in other chapters via video conference.
The topics that we want to cover are:
(1) Presentation of the Logistics WG in Shanghai and in Beijing and of the lobbying matrix
(2) result of the first brainstorming with some members of the Logistics WG
(3) selection of the topics to discuss, action plan and organization of the Logistics WG

It is essential that members of the Logistics Working Group attend the first meeting since we will define the organization of the Working Group and our objectives.

1. Introduction:
a. The BM introduces the objectives of the WG as well as recent development within the Logistics WGs in other chapters. The BM also mentions last lobbying meetings with Ministry Of Transport and Ministry Of Communication regarding the development of the Logistics in China and past meetings with Shenzhen and Guangzhou Customs in PRD.
b. Structure of the European Chamber Working Group
c. Chairmanship of the Working Group: for this WG, election of the Chairman and Vice chairman will be conducted within the next few months. More information about the Chairman and responsibilities can be found in the following document:
1) Roundtable discussion:
The participants exchange views and ideas objectives for the logistics WG in PRD.
a. Seminar
Aim: Understand the structure of the customs in Shenzhen Port
Action: Seminar with overview of the Customs organization by a member
Date: December 2nd
Proposed by: Yantian International Container Terminals
Aim: Understand EDI concept and requirement to use EDI system
Action: Ask Luohu Customs to introduce the EDI system
Proposed by: ICCS
Aim: Overview of the different Bonded stock in PRD (Operation Vs Finance)
Action: a member will introduce the different options available in PRD as well as pros and cons regarding operation efficiency and finance.
Proposed by: Yantian International Container Terminals
Aim: Understand local regulations
Action: The European Chamber will contact local authorities (Shenzhen and Guangzhou) to deliver seminars/speeches on new upcoming regulations that may change logistics process at local level
Proposed by: DHL
Aim: Understand cross border customs (HK Vs Mainland)
Action: The European Chamber will gather HK and Mainland customs to introduce cross border exchange and the different process/cost of logistics between Shenzhen and Hong Kong.

Other topics to be discussed during the Logistics WG meetings are:
- New EU regulations
- Supply chain management
- Finance Vs Operation
c. Lobbying activities
Aim: What are the qualifications for HQ incentives in Shenzhen area (Regional Vs National HQ).
Action: European Chamber will request a meeting with BTI and provincial MOFCOM to get a clear answer on how to define regional HQ in Shenzhen

Aim: Business Process Outsourcing
Action: European Chamber will add this question when meeting the MOFCOM and will also set up meetings with local High Tech Zone Government (MOT dept).

Aim: require local customs more transparency, visibility and efficiency for certain issues such as “Custom Clearance” for export (delay) or “user guide” issue for import.
Action: The European Chamber will set up a meeting with Shenzhen Customs Clearance section to introduce issues of members and ask for more visibility and transparency.

Aim: IPR issues with Customs. Most of the time when product seizure, the customs will not provide the bill of loading or any information on the supplier but only on the final destination
Action: European Chamber will set up a meeting with the custom AIC to ask them to provide more information on the supplier.

2) Conclusion:
The next meeting of the Logistics WG will be in December 2008. The topics will soon be announced.
The European Chamber will propose an action plan regarding lobbying actions in a few weeks to be discussed between members.
The BM will send the Job Description of the WG Chairman to all participants and potential participants of the Logistics WG.
