Hong Kong’s economy has been seriously impacted by a number of major factors since 2018 – the trade tensions between the US and China, civil unrest and the COVID-19 outbreak. While Hong Kong was in the midst of taking effective anti-epidemic measures to prevent local transmission and cautiously resuming normal life, the National People's Congress took the opportunity, on 28th May, to vote on the establishment of a national security law that would ban "acts or activities" deemed to endanger China's national security.
Within a month, Beijing had unveiled details of its new national security law for Hong Kong, provoking deep concerns from the international community and raising increasingly pointed debate within the region and overseas.
Hong Kong now faces a mixture of challenges ahead, including a new rift between China and the US, which could see it become the new battleground of the world's two largest economies. Whether and how Hong Kong will retain its status as a leading global financial hub has now become a major concern for investors, financiers and international businesses.
The European Chamber welcomes Mr Edward Yau Tang-wah, Secretary for Commerce and Economic Development, Hong Kong Special Administrative Region Government (HKSAR) and Mr Stephen Phillips, Director-General of Investment Promotion, Invest Hong Kong, Hong Kong Special Administrative Region Government (HKSAR) to provide a briefing on the ‘The Hong Kong Situation: Fighting the Epidemic, Trade Tensions and New Challenges Ahead’.

Advisory Council Policy

Mr. Jörg Wuttke
Mr. Jörg Wuttke
Jörg Wuttke is Vice President and Chief Representative of BASF China, based in Beijing. Since joining BASF in 1997, Mr. Wuttke has been responsible for helping guide the company’s investment strategies for China, negotiation of large projects and government relations.
Previous to joining BASF, Mr. Wuttke worked with ABB for 11 years; in fact his first professional encounter with China was in 1988 as the Finance and Administration Manager of ABB Beijing. In 1990, he returned to Germany as Sales Manager of ABB Power Plants Division, responsible for gas turbine sales to Africa and Russia. In 1993, he became Chief Representative ABB China in Shanghai and in 1994 moved to the President's Office of ABB China in Beijing, where he was responsible for the development and financing of large projects.
From 2001 to 2004 Mr. Wuttke was the Chairman of the German Chamber of Commerce in China. From 2007 to 2010, 2014 to 2017, and since May 2019 again he is the President of the European Union Chamber of Commerce in China
From 2011 to 2019, Mr. Wuttke was Chairman of the BIAC China Task Force of the Business and Industry Advisory Committee to the OECD (BIAC), a Paris based body of major business associations that lobbies the OECD.
From 2013 to 2016, and again since 2019 Mr. Wuttke is Vice Chairman of the CPCIF International Cooperation Committee, a group representing Multinational Companies in China’s Chemical Association.
Since its establishment in 2013, Mr. Wuttke is member of the Advisory Board of Germany’s foremost Think Tank on China, Mercator Institute for China Studies (MERICS), in Berlin.
In January 2019 Mr. Wuttke joined the International Board of the Stars Foundation, in Switzerland. stars - for Leaders of the Next Generation.
Mr. Edward Yau Tang-wah
Mr. Edward Yau Tang-wah
Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2017. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of creative industries, intellectual property and consumer protection to boosting inward investment and tourism development.
Mr Yau has his full career in the public service. Before taking up the current post, Mr Yau was the Director of the Chief Executive's Office from 2012 to 2017, assisting the Chief Executive in formulating policies and setting policy goals and priorities. He was the Secretary for the Environment from 2007 to 2012, overseeing policies on environmental protection, energy, nature conservation and sustainable development.
Mr Yau started his civil service career as an Administrative Officer in 1981. During his long service as a civil servant, he held various positions, including Director of Information Services, Deputy Secretary for Education and Manpower, Deputy Director-General of Trade and Industry as well as Director-General of the Hong Kong Economic and Trade Office in Washington, DC, USA.
Mr Yau graduated from the University of Hong Kong. He received further education at Oxford University and at Harvard University.
Mr. Stephen Phillips
Mr. Stephen Phillips
Mr Stephen Phillips is the Director-General of Investment Promotion at Invest Hong Kong (InvestHK), the Government Department responsible for attracting and facilitating foreign direct investment into Hong Kong.
Mr Phillips has served in senior positions in a number of private and public organisations. He lived and worked in Hong Kong from 1989 to 2004 holding senior investment banking positions with Deutsche and BZW/Barclays Capital before co-founding a Hong Kong-based group of companies providing IT, financial and consultancy services across Asia.
In 2004, Mr Phillips joined UK Trade & Investment (now the UK’s Department of International Trade) before becoming the Chief Executive of the China Britain Business Council in 2006, as well as Chairman of the EU China Business Association.
Mr Phillips holds a BSc in Chemistry and Law from the University of Exeter.
