The COVID-19 crisis has given a boost to the use of online platforms such as Zoom, online gaming and other online expressions which has underpinned tendencies that were already in place. This has further consolidated the importance of data centres in the current times. The need for data and and information processing racks in International Data Centres (ICDs) in China is only going to keep growing. New Infrastructure plans emphasise the importance of the construction and expansion of data centres in order to support the creation of digital intelligent transformation of the economy to promote data-driven industries. Therefore, understanding its market, regulatory and execution scene is essential for business expansion and digitalisation.
In this meeting, we are pleased to invite Mr. Shaun Brodie, who will expand on the market overview of data centres’ scene in China, Mr. Bruce Fu, who will explain the policies, legislative structure that sustains the construction of data centres in China, and last but not least, Mr. Paul Lin, who will share with us their views and analysis of the construction of data centres in China from a industry expert perspective.

Mr. Shaun Brodie
Mr. Shaun Brodie
Shaun Brodie is the newly elected National Chair of the European Chamber’s Construction Working Group. In his role as Head of Research, East China, Shaun is in charge of data collection, data analysis and the publication of quarterly reports on the property sector in Shanghai and the major second-tier cities within the Yangtze River Delta region and beyond. With 19 years of experience in China, he has a deep understanding of the country and its property market.Shaun has a MSc in Surveying from the University of Reading, he has a Master of Corporate Real Estate certificate from CoreNet Global and he is both a Chartered Builder and a Chartered Surveyor.
Mr. Bruce Fu
Mr. Bruce Fu
Bruce Fu is a senior director and the co-lead of the global tech practice in APCO Worldwide's offices based in Beijing. He has a deep knowledge of China’s policy, technical standards, IPR, and competition-related issues in the ICT sector. At APCO, Mr. Fu provides clients with counsel on government relations building, operations management, stakeholder engagement and market entry strategy.
Prior to joining APCO, Mr. Fu was a business manager at the European Chamber, where he worked closely with the European telecommunications industry by lobbying China’s telecommunications policies and regulations. He worked closely with ICT Working Group members on telecommunications regulatory policies and TBT/Standards. He also directly engaged with Chinese authorities on antitrust issues related to implementing rules of Chinese anti-monopoly law.
Mr. Fu currently serves as the Vice Chair of the ICT Working Group of the EU Chamber of Commerce in China. He obtained master's degrees in European studies and European modern history from the Catholic University of Leuven. He is fluent in English and Chinese and speaks intermediate French.
Mr. Paul Lin
Mr. Paul Lin
Paul Lin is the Research Director at Schneider Electric's Science Center. He is responsible for thought leadership of data center design, technology, trends and best practices. He joined Schneider Electric in 2011 to drive the innovation in data center products and solutions, and advocate best practices to help customers optimize the availability and efficiency of data center environments. He has 13 patents, and published tens of white papers on data center infrastructure, participated in the development of several industry-impact standards and codes, served as an expert in the review of the English version of the GB50174 and also served as editorial board of “Data Center Construction +”. Before joining Schneider Electric, He worked in LG domestic and overseas for several years where he accumulated rich experience in R&D, strategy and project management. He is also a registered HVAC professional engineer. Paul holds a master’s degree in mechanical engineering from Jilin University.
