China’s energy system is undergoing a transition toward electrification, de-carbonisation, and decentralization. One of the sources to better understand the dynamics and progress of China’s energy and power sector is through two flagship reports published annually by China Electric Power Planning and Engineering Institute (EPPEI), namely, Annual Report on China’s Energy Development and Annual Report on China’s Electric Power Development.
We are very glad to invite Mr HE Zhao, Director of International Business Department, and Dr WANG Shunchao, acting director, International Cooperation Division, at the EPPEI for exchanges with our members. Based on the two annual reports, The EPPEI experts will review China's overall energy development in 2019. They will also discuss the future outlook for energy transition, renewable energy consumption, energy technology innovation and 14 Five-year Plan, and introduce the power reform, power grid and trends in power market development in China.
Introduction to the EPPEI
China Electric Power Planning and Engineering Institute (EPPEI) is a national-level high-end consulting institution with a history of over 60 years. It is a public institution registered and managed by the State Commission Office of Public Sector Reform. EPPEI mainly provides services to government departments, financial institutions, and energy & power enterprises in research on areas such as industrial policy, development strategy, development planning and new technology, as well as project evaluation, consulting & technical services. EPPEI leads and carries out scientific research standardisations, informatisation, and international exchange & cooperation, to name but a few.
EPPEI works closely with energy international organisations, and has become a vital support for National Energy Administration's energy international cooperation. The institute undertakes a large number of collaborative planning studies and other work in order to provide an important decision-making reference for government departments to formulate cooperation plans, sign cooperation agreements, and coordinate and solve various problems.

何肇先生: 毕业于东南大学电气工程专业,硕士研究生,教授级高工。现任电力规划设计总院国际部主任,国际能源署中国联络办公室主任。
何肇先生在能源国际合作、能源和电力政策研究以及电力系统规划研究等方面具有丰富的专业经验。曾组织完成多项政府委托重大规划研究、大型电网规划设计项目等研究工作,并在能源和电力工程咨询领域获奖20余次。目前负责的国际合作平台包括:国际能源署中国联络办公室、中德能源转型二期项目、中国-中东欧国家能源项目合作与对话中心、中国-芬兰能源合作平台;近年来主持完成的研究项目包括:《中欧能源企业孵化器创新合作研究》,《一带一路能源合作规划研究》,中蒙、中俄、中苏丹、中越、中菲等双边能源电力规划,《老挝电力规划》,《中巴经济走廊能源规划》、《跨境电网互联与通道规划建设研究》等。
Mr HE Zhao is Director General of International Business Department,EPPEI; Coordinator, International Energy Agency (IEA) China Liaison Office.
Mr He Zhao holds a Master’s degree in Electrical Engineering from Southeast University, China. He is a professor of senior engineering. He has rich experience in international energy cooperation, energy- and power-related policy research and power system planning. He has worked on and led several major planning studies commissioned by the government and conducted projects in large-scale power grid planning and design. He has won more than 20 awards in energy and power engineering consulting. Currently, he is in charge of international cooperation platforms including IEA China Liaison Office, Sino-German Energy Transition Project (Phase II), Centre for Dialogue and Cooperation on Energy Projects between China and Central and Eastern European Countries, and the China-Finland Energy Cooperation Platform. He has led major projects including: research on China-EU Energy Innovation Cooperation; research on Belt and Road Energy Cooperation Planning; projects on energy and power cooperation planning between China and Mongolia, Russia, Sudan, Vietnam, and the Philippines; power planning for Laos; energy planning for the China-Pakistan Economic Corridor; and research on Cross-Border Power Grid Interconnection and Pathway Planning.

Mr. Octavian Stamate
Mr. Octavian Stamate, official of the European Commission and, since September 1, 2018, works as counsellor for energy and climate action in the Delegation of the European Union to China. He leads and supports dialogue and cooperation between the European Union and China in these important policy areas. He has previously worked on energy in the Delegation of the European Union to Kazakhstan.

王顺超,博士,现任电力规划设计总院国际部国际合作处副处长(主持工作).
主要从事国际能源合作、电力系统规划、新能源消纳等方面的工作。他曾参与国家能源局委托的全国电力发展“十三五”规划研究,也参与起草了多个由国家发改委和能源局印发的促进新能源消纳政策文件。目前,王顺超博士主要的工作是推动“一带一路”能源合作以及能源创新国际合作。
Dr WANG Shunchao is Division Director (Acting) of the International Cooperation, EPPEI.
Dr Wang’s main research interests include international energy cooperation, power system planning and renewable energy integration. Dr Wang was one of the main participants in research for China’s 13th Five-year Plan for the electric power sector. He also participated in the drafting of a number of policy documents released by the central government. His current work centres on promoting international energy cooperation under the Belt and Road Initiative and innovative energy cooperation.

Ing. Guido D. Giacconi is co-founder and currently President of In3act Srl, an Italian business strategy consulting and advisory company with operations in China since 2006, focused on Energy and Environmental Protection, Regions Business and Economy Planning, Automotive, Consumer Goods, Chemical, Retail. Among many European Clients, In3act is honored to assist also National and Local Chinese Governments -unique Italian strategy consulting company to serve Public Administrations in China.
He is also CEO of In3act Global - a Group holding with interests in consulting and investments - CEO of GDG&C Srl, a business consulting company specialized in SMEs, active in Europe and China.
Former national Chair of EUCCC Energy WG, former Vice Chairman of the China-Italy Chamber of Commerce, former Chair of the China-Italy Chamber of Commerce Energy and Environment Protection Working Committee, consultant to the Embassy of Italy in China and Italian Trade Agency. In 2017 Ing. Giacconi has developed and issued an advanced study of the Made in China 2025 Chinese Government program and released to Italian Institutions for designing and setting up the most proper Sino-Italian cooperation.
Recently participated as advisor to EU Commission and the State Council think tank Development Reform Center about the EU-China Comprehensive Agreement on Investments under discussion between Europe and China.

Matured a deep managerial experience assuming the role of Managing Director and CEO in several companies in Europe. Ing. Giacconi started his career in Procter & Gamble where he worked for about a decade and achieved the responsibility of VP EMEA for several product categories in USA and Europe. Ing. Giacconi worked in USA, UK, France, Belgium, Germany, Italy and China where Ing. Giacconi is resident for years.
Degree in Electronic and Bioengineering at Bologna University. Matured deep experiences, both as manager and strategy advisor, in many industrial sectors with specific focus on Energy and Environment Protection, Urban Energy Planning, Circular Economy, Healthcare, Consumer and Luxury Goods, Government Affairs, Agriculture, ICT, Industrial goods, etc.
Acquired a broad experience in business management and practicing in complex multicultural environments and in structuring business internationalization strategies aimed at harmonizing business practices and culture gaps, both for SMEs and MNCs.

Mr. Matteo Tanteri
Mr. Matteo Tanteri is Chairman and CEO of Snam China since 2019. He is also Vice President of the Italian Chamber of Commerce in China and Vice Chair of the Energy working group of the European Chamber of Commerce.
After a long career in consulting, he joined Snam Business Development team in 2014 supporting the start up of many initiatives that are currently shaping the strategic development of Snam (Acquisition of TAP, Launch of sustainable mobility, Biomethane, …). In 2016 he has been selected as the first Head of the Office of the CEO of Snam for the newly appointed CEO of Snam, Marco Alverà. In 2017 he has been named Senior Vice President, in charge of international assets (managing stakes Snam has in Terega -France, TAG and GCA -Austria, Desfa- Greece and Interconnector UK) contributing to almost 15% of Snam net income. He has been Chairman of Terega and Snam International and Board Member of TAG and Interconnector UK.
