In the past few years, concerns within the EU on the various risks and minefields associated with economic engagement with China have intensified, prompting a number of discussions and policy responses such as the EU’s Investment Screening Mechanism, as well as the strengthening of national screening mechanisms in the case of member states. However, not all areas of economic engagement with China are harmful, as the Rhodium Group study for the Bertelsmann Stiftung Exploring a ‘Green List’ for EU-China Economic Relations demonstrates.

About the speaker and moderator
Agatha Kratz
Agatha Kratz is an Associate Director at Rhodium Group. Agatha coordinates Rhodium Group’s European activities and leads research on European Union-China relations and China’s commercial diplomacy. She contributes to Rhodium work on China’s global investment, industrial policy and technology aspirations. Agatha is a non-resident Adjunct Fellow of the Reconnecting Asia Project at the Center for Strategic and International Studies under the Simon Chair in Political Economy.
She holds a Ph.D. from King’s College London, on China’s railway diplomacy. Her previous positions included Associate Policy Fellow at the European Council on Foreign Relations and Editor-in-Chief of its quarterly journal China Analysis, Assistant Editor for China Economic Quarterly, and Junior Fellow at Asia Centre in Paris. Agatha has a Bachelor’s degree in Political Science and a Masters in Finance from SciencesPo Paris, as well as a Masters in Public Administration from the London School of Economics and Columbia University School of International and Public Affairs.
Grzegorz Stec
Grzegorz Stec's research focuses on EU-China relations, including their institutional framework, strategic discourse deployed by the two sides and the EU's common foreign policy building efforts. He also monitors Poland-China and wider Central and Eastern Europe-China relations.
Prior to joining MERICS, he founded a Brussels-based non-profit platform "EU-China Hub" and co-founded a Beijing-based consultancy company focused on impact of the Belt and Road Initiative. He has also worked as a contributor to Oxford Analytica.
Stec holds a Master of Science degree in Contemporary Chinese Studies (University of Oxford - as a recipient of Jenkins Memorial Scholarship), a Master of Economics degree in China Studies (Yenching Academy of Peking University), and three BA degrees in International Relations, in Comparative Studies of Civilizations, and in Asia Studies (Jagiellonian University in Krakow). He also studied Chinese language at Beijing Foreign Studies University and Beijing Language and Culture University.
