We are pleased to invite you to our next Cosmetics Working Group Meeting at the European Chamber offices on Wednesday, 21st January 2009, 2:00 p.m. Please note that the meeting will take place simultaneously in Beijing and Shanghai via a telephone conference.

If companies are interested, the European Chamber would like to continue with the tradition of previous years of exchanging gifts between the members of the Cosmetics WG. Interested companies should courier gifts over to the Chamber offices in Beijing and Shanghai, before the next WG meeting. According to the usual average attendance, we suggest that each company sends items to 12-15 people in Shanghai and to 5-10 people in Beijing.

v Outlook/ thoughts about 2009 and priorities for 2009
Member agreed that the WG should start to consider about upcoming workshop
Didier (L’Oreal): Full Ingredient Labeling can be one big issue which should be discussed with authorities. The concerns include limit label space for certain product and translation problems. Coordination need to be done between SFDA & AQSIQ. Their responsibility areas are not well defined. SFDA is difficult to communicate with and does not have its own clear position regarding to this issue. Any suggestion from member companies? Companies: we cannot only rely on government on this issue; should associate with industry associations which could be CAFFIC; we can invite government and association sitting together to discuss. Yifan: SFDA is not so active on this issue. Then who we should go for? We could remind SFDA or other related authorities our difficulties and the result if we follow our own rules. Maggie (Chamber): Chamber will present the position paper to AQSIQ after Chinese New Year, so we could raise this issue. We could send letter to SFDA to arrange a meeting to talk about this issue. Shanghai: What about free sample labeling? GB.1 and GB.3, which should be raised first? As for FIL issue, members cannot reach a final decision; there are lots of detail and technical issues involved. Debriefing on Labeling Standard Meeting with CNIS/SAC (by Jiang Yifan) - CNIS drafted a really strict standard. During the meeting, CNIS has a really tough attitude and believes that the standard required in China now meets with international - ISO standard. However, this standard, our member believes, has not been carried out by any country. - This standard applies on six different industries, only Cosmetics has raised negative feedback - Should we approach higher level? - Cooperate with Amcham? (Ester Lauder may help on this?) - Talk with SAC administration department? Due to the fact that groups in Shanghai and Beijing have different opinions regarding whether to approach government to address the FIL, INCI and 0.1, 0.3 issues together or just the FIL and INCI issues, the meeting failed to reach any action point. Debriefing on Meeting with Food Licensing Dept. SFDA (by Jin Weihua) - Got information that an invoice will be received recently. However, nothing has been received on Monday during the meeting. - About HP renewal, positive feedback was got. A one year Grace Period will be given. - Other issues are still under consideration. Debriefing on Meeting with DG Enterprise/between DG Enterprise & AQSIQ (by Roger Montigny) - EUCCC representatives have met with EU commission and delegation discussing issues related to cosmetics industry. EU commission and delegation is planning to have meetings with both SFDA and AQSIQ (meeting is in process at the moment) - Issues which have been discussed include EU Cosmetics Directives recast, Animal Testing, Nanotechnology, INCI name, Dual Regulation/Dual Standard, Import of non-special purposes products, SPF 50+, etc. Economic Crisis and its Impact, Business Experience of WG members - Member expressed that the industry can see slight impact so far. However, the future will associate with China’s whole economic situation. Translation Company - Members are expected to give feedback of the three visions translation before Chinese New Year to Maggie. - Will discuss the detail rules of sharing translation company Discussion of Cosmetics Workshop (Maggie) - work with EUCTP, fund may be available - 1 day meeting - Possible topics: animal testing? Characteristics of Cosmetics? Dual Registration? Import of non-special purpose products? SPF 50+? - Any topics, please send to Maggie before 1st of March - Who maybe involved? SFDA? AQSIQ? CAFFIC? Colipa? PCPC? - Likely to be held before September Media Briefing & Spokesperson - Introduction by Grace Yao - News Briefing: concerns and activities of WG. The first news briefing will be held in the end of Feb. - Email Maggie, if member have concerns. - Members agreed that this will be discussed when it comes to WG, and keep low profile. AOB & Forward Agenda - Next WG meeting will be held around middle of March - Will hold Chair Election and discuss 2009 Position Paper Summary by Didier Saint-Leger Gift exchange
