With the future of globalisation now teetering on the edge of a precipice, the European Chamber and the Mercator Institute for China Studies (MERICS) are publishing a joint report on the current and potential costs of decoupling. The report covers four main themes of decoupling, broken down across nine sections: macro (political and financial); trade (supply chains and critical inputs); innovation (standards and R&D); and data and networks (data, network equipment and telecommunications services).
Some pinpoint the Trump Administration’s opening shots in the US-China trade war as the moment that decoupling really began. However, the US’ actions were predated by decoupling trends that had started several years before. China’s self-reliance campaign in strategic, high-technology sectors has been in motion for years, and was given a shot in the arm more than half a decade ago when the China Manufacturing 2025 initiative was first announced. Seemingly vindicated by the US-China trade and tech war, China’s leaders have doubled down on the self-reliance campaign, further exacerbating the trend towards decoupling and triggering a race to the bottom.
European companies operating in China have already been impacted in various ways. Many fear that a continuation along this perilous route towards a complete fracturing of economic and technological ties between the US and China may sound the death knell for their China business or force them into a ‘dual-track’ approach to technology and supply chains, either of which will cause irrecoverable damage to their global operations and home markets alike.

Mr. Jörg Wuttke
Mr. Jörg Wuttke
Jörg Wuttke is Vice President and Chief Representative of BASF China, based in Beijing. Since joining BASF in 1997, Mr. Wuttke has been responsible for helping guide the company’s investment strategies for China, negotiation of large projects and government relations.
Previous to joining BASF, Mr. Wuttke worked with ABB for 11 years; in fact his first professional encounter with China was in 1988 as the Finance and Administration Manager of ABB Beijing. In 1990, he returned to Germany as Sales Manager of ABB Power Plants Division, responsible for gas turbine sales to Africa and Russia. In 1993, he became Chief Representative ABB China in Shanghai and in 1994 moved to the President's Office of ABB China in Beijing, where he was responsible for the development and financing of large projects.
From 2001 to 2004 Mr. Wuttke was the Chairman of the German Chamber of Commerce in China. From 2007 to 2010, 2014 to 2017, and since May 2019 again he is the President of the European Union Chamber of Commerce in China
From 2011 to 2019, Mr. Wuttke was Chairman of the BIAC China Task Force of the Business and Industry Advisory Committee to the OECD (BIAC), a Paris based body of major business associations that lobbies the OECD.
From 2013 to 2016, and again since 2019 Mr. Wuttke is Vice Chairman of the CPCIF International Cooperation Committee, a group representing Multinational Companies in China’s Chemical Association.
Since its establishment in 2013, Mr. Wuttke is member of the Advisory Board of Germany’s foremost Think Tank on China, Mercator Institute for China Studies (MERICS), in Berlin.
In January 2019 Mr. Wuttke joined the International Board of the Stars Foundation, in Switzerland. stars - for Leaders of the Next Generation.
Mr. Jens Eskelund
Mr. Jens Eskelund
Jens Eskelund was born in 1970 in Aarhus, Denmark. He holds an MA in philosophy and has studied at University of Aarhus and University of Texas at Austin. He has also pursued studies in Chinese at Renmin University in Beijing. Coming to Beijing as a student in 1998, Jens Eskelund began his career in China as Commercial Officer at the Danish Embassy to China before taking on a position in marketing for Maersk Line in Beijing in 2000. He has since held positions as General Manager for Public Affairs for Maersk Line in China and later Director of Public Affairs for North Asia before assuming his present role as Chief Representative for Maersk in the Greater China Area and North-East Asia. Primary focus areas comprise engaging government entities, institutions and trade associations on matters of policy, regulatory environment and business development on behalf of the companies within the Maersk Group.
Jens Eskelund is a former Chairman of the Danish Chamber of Commerce in China as well as the Vice President and Chair of Maritime Working Group of the European Chamber. Jens was elected as the President of European Chamber in May 2023.
Jens Eskelund is married and has two sons.

Cheung Yup Fan is the CEO and Executive Director of Standard Chartered Global Business Services Co., Ltd. and Standard Chartered Global Business Services (Guangzhou) Co., Ltd. YF had been served as the Chairman of European Union Chamber of Commerce China, Tianjin Chapter, since May 2018.
YF has more than 30 years’ experience in banking industry, particularly in equity market and wealth management products in China and Hong Kong. He was appointed the CEO and Executive Director of GBS China in 2016 driving the strategic initiative to transform the Shared Services Centre outsourcing to Global Business Solutions for Standard Chartered. YF was one of the key initiators driving Digital Transformation, Process Re-engineering and Robotic Process Automation to drive productivity and efficiency.
Before joining Standard Chartered Bank Hong Kong, YF worked in Hong Kong Securities Clearing Co. Ltd., and instrumental implemented the Central Clearing and Settlement System supporting the securities industry. Within Standard Chartered, YF held various management positions supporting Financial Markets, Wealth Management, Private Bank, Equity and corporate banking operations. YF led and participated in a number of integration projects and infrastructure projects in the region.
He is an experienced associate member of the London Institute of Bankers and held a Master Degree of Business Administration in Henley Management College.
On behalf of Standard Chartered, YF participated in industry forums / projects in HK and China supporting the Financial Market open up, including the China QFII and QDII development and implementation. He was the Alternate Director/Chairman of the Hong Kong Interbank Clearing Ltd., and the Chairman of the Technology Operations Committee under Hong Kong Association of Banks. For China financial market development in QFII, QDII and RMB Internationalization, YF was invited to the various industry forum and panels sharing international practices.
Mr. George Lau
Mr. George Lau
George Lau, General Manager of Products Accreditation and Certification Greater China, is responsible for Brand Protection at TÜV Rheinland, where he has worked for 10 years. Since 2011, Lau has held exchanges for authorities, e.g. AQSIQ, Shanghai Institute of Administrative Law, Hamburg Business Development Corporation, and manufacturers (e.g. Lenovo, Supor etc.) regarding EU certification regulations, risk management, receiving unanimous recognition. Previously, Lau worked as an analyst for ZTE Corporation. As a result of his performance regarding African market development – fulfilling Chinese central government’s mission – he was promoted directly to Assistant to the CEO. Since 2004, Lau has been studying the Chinese Communist Party, Chinese-foreign cultural differences, socialism with Chinese characteristics etc., to explore strategies of foreign companies in China. He believes that such knowledge is indispensable for multinationals developing in China. Lau is a German Chinese who immigrated to Germany at the age of 5. He is fluent in German, English, Cantonese, Mandarin, French and graduated from Konstanz University with magister juris in 2003.
