The European Chamber is delighted to invite you to attend the HR Forum meeting on Friday, 26^th March, 2021, 15:30 to 17:00 hosted in the Chamber Beijing Office or via Zoom (you will receive a link upon registration). This meeting will consist of two parts. 

Firstly, the Forum meeting will be the presentation on “Individual Income Tax ("IIT") for Foreign Individuals” by Sheila Zhang, Tax Director from KPMG who will cover PRC IIT preferential tax treatment, especially for foreign national individuals and how the entity/individual could be prepared for the change as well as 2020 PRC IIT annual reconciliation key procedures.

The second part of the meeting will be the 2021 Chair elections of HR Forum in Beijing. Only HR Forum members who had their registration confirmed for this meeting will have the right to vote, with one vote per company. The voting instructions will be sent via email to individual attendees prior to the meeting.

During this meeting we will hold 2021 chair elections. HR Forum members interested in running for this year’s Chair elections, should take notice of the following:

Roles and Responsibilities

The Chairperson and Vice Chairs play a crucial role in driving the development of the Forum. The desired characteristics of a Chair and Vice Chairs are a senior HR representative with relevant expertise who has the time and willingness to support the Forum. Previous participation in the Forum is essential. Before applying for the position of Chair or Vice-chair, we recommend that you obtain approval from your company.

The maximum duration of Chairperson or Vice Chairperson of a Forum is three consecutive years. Candidates are only eligible for Chair or Vice Chair positions if he/she is physically based in Beijing.

The HR Forum in Beijing is going to elect one Chairperson and two Vice-Chairpersons.

If you are interested in the positions of Chair or Vice Chair, please read the attached Starter Kit for Chairs and submit the following information to njiang@europeanchamber.com.cn before Friday, 19^th March, 6pm:

Sheila joined KPMG in Beijing in December 1993. Sheila works for People Service team of KPMG Beijing Taxation Department, specializing in individual income tax compliance services; personal income tax advisory; tax consultation for international assignees; equity incentive plan consultation and implementation, foreign exchange services; social insurance compliance and consultation and immigration services. Sheila’s clients include foreign investment companies, foreign companies, state-owned enterprises and private enterprises. Sheila has extensive knowledge and experience from PRC individual income tax perspective.

Sheila provides comprehensive tax services for many well-know multinational companies for more than 10 years. She has provided advisory services on equity incentive plan for a large Hong Kong listed private group company. The project involves China tax authorities of 30 provinces and municipalities in China. Sheila has provided pre-consulting for a large state-owned enterprises on international assignments, which involves the relevant overseas welfare and tax.

As a tax expert who has worked for more than 20 years, Sheila has maintained good relationship with tax bureaus in various places. Sheila was invited to attend seminars organized by State Tax Administration or local tax bureau, to share experiences and comments on the implementation of individual income tax policy and the collection and management on behalf of KPMG.
