The cybersecurity industry was no exception among all industries facing record breaking challenges in the past year. Unprecedented levels of data lost in breaches and sheer numbers of cyber-attacks on companies, government, and individuals were witnessed in 2020, according to a Forbes report. The price to pay for lack of security readiness is high, it is estimated that cybercrimes will cost the world $10.5 Trillion annually by 2025.
Worldwide, governments and businesses alike have moved cybersecurity ahead in their list of priorities. China has written cybersecurity protection into the ‘14th five-year plan for national economic and social development’ and its outline of long-term goals for 2035. In addition, there has been notable regulatory updates to cyber security legislation in 2020 and 2021. On the other hand, Chinese and European businesses in China are faced with a changing day to day landscape, such as working from home, which can bring on more obstacles in mitigating cybersecurity risks.
The European Chamber is pleased to invite experts in the field to our 2021 Beyond Cybersecurity Conference, through insightful presentations and discussions they will dive deep into challenges and outlook of cybersecurity for European companies in China.

Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.

Junxin Wei is responsible for Alibaba Cloud's network and data security products and solutions. He has more than 10 years of experience in the field of corporate information security with rich practical experience in cloud architecture, network and data security. He has profound experience in providing consultation and assistance for many large and medium-sized enterprises to "safely" go to the cloud.
Mr. Carlos GARCIA
Mr. Carlos GARCIA
Carlos GARCIA has been working at Applus+ Laboratories for 12 years; he is currently the Laboratory Manager of the IT Laboratories Shanghai office. Applus+ is a worldwide leader in the testing, inspection and certification sector, with presence in more than 70 countries and 23,000 employees worldwide.
He has been working at IT Laboratories in China for 8 years. He has built synergies between the HQ’s knowledge base and the local team, and provide services to high-tech companies related to functional testing and security evaluation, from certification to ad-hoc services, taking into account the client’s risk assessment and mitigation needs; for example, Applus+ has carried out the evaluation of the first Chinese IC in history that has obtained the recognition of Common Criteria EAL5+ and EAL6+.
Among other successful cases, he has been able to set up and train a team that the VISA payment scheme has recognized as the best worldwide laboratory for terminal payment products 3 years in a row (2017, 2018 and 2019). They are currently also providing support to companies that want to improve their cybersecurity.
Mrs. Juliane Lange
Mrs. Juliane Lange
Mrs. Juliane Lange is the Managing Director for Wuerth Information Technology (Shanghai). She can look back on more than 15 working experience within the Wuerth Group in various departments and roles. As a project leader, she implemented many SAP systems in the USA, Europe and Asia. With her move to Shanghai in 2015, she assumed responsibilities as Senior Director for IT & SAP and successfully harmonized the infrastructures and processes among various Chinese entities. Since 2017, she is the appointed Data Protection Officer for China and is responsible for all cybersecurity related topics. By March, 1st 2021, she was promoted to Managing Director of the Würth IT in China and is driving the digitalization of the Asian entities.
Ms. Isabelle Hajjar
Ms. Isabelle Hajjar
Isabelle is head of Compliance with Tek-ID China, a Digital Risk Intelligence company. She leads regulatory and operational compliance support, consulting, strategy and program design, implementation and roll-out services for Tek-ID’s clients in the ICT and digital sphere, both locally in China and on a global level (cybersecurity, data protection, infrastructure, market access conditions, organizational issues, policies and procedures, training, etc.), in various sectors (from classic hosting to cloud services, SaaS vendors, e-commerce, retail, banking, automotive, investment funds, health, digital security products, etc.).
She further acts, for certain clients, as outsourced General Counsel / Compliance and Data Privacy Officer.
Isabelle has, since mid-2016, been actively engaged in the European Chamber of Commerce of China, currently she is the Vice Chair of the Cybersecurity Subworking Group - Shanghai, happily offering her support in their mission and lobbying activities.
Isabelle is also the co-founder and co-chair of the IAPP (Internal Association of Privacy Professionals) - Shanghai Knowledge Chapter, focusing on disseminating Knowledge and exchanging experience in all compliance matters for Data and Privacy Protection, as well as for neighboring subjects, such as cybersecurity.
Before joining Tek-ID, Isabelle had already accumulated some 19 years in the ICT - digital field, with 9 years as an Attorney in Europe, followed by in-house experience as General Counsel for ICT Companies, with additional skills in General Management (as COO) & Compliance. She has been based in China for some 11 years.
Ms. Zhang Beibei

Beibei ZHANG is from DS Avocats Shanghai office and experienced in advising clients on corporate and IT issues in China. She has a wide exposure in Chinese Internet companies (i.e. e-commerce platforms and game companies etc.). She has an expertise in intellectual property protection, cybersecurity management, cloud computer service, e-signature and data compliance, and daily commercial operation, etc. Before joining DS, she also had the experience in handling litigation and non-litigation cases and projects for technical companies as in-house counsel.
Mr. Ted Lai
Mr. Ted Lai
Ted has over 20 years of digital transformation experience spanning pharmaceuticals, banking, media and education at both multinational and startup companies globally. He is currently the Chief Digital Officer at Sanofi Greater China, responsible for setting the strategy and driving digital transformation across the company through digital platforms/ technology, data analytics/ data science, innovation, digital partnerships, and agile ways of working. He is also a Board member of Amulet Health Technology, a fast-growing startup delivering virtual healthcare for chronic diseases, and a Digital Board Member of FountainVest Partners, a leading private equity firm focused on China investments.
Previously, Ted was Head of Partnerships, Asia-Pacific at HSBC and the Head of Digital, China, where he drove the digital makeover of the retail banking and wealth management group through partnerships with technology giants and the creation of new digital touchpoints, products and services. Prior to HSBC, he was the CEO of Zoodles, an award-winning mobile app startup personalizing kids’ education through AI/machine learning and backed by HTC.
Ted started his career tackling digital impact on the media industry. He served as an Independent Board Director of Taomee, a leading Chinese children’s digital entertainment company (NYSE: TAOM.) Ted was also BBC Worldwide’s Executive Vice President for Asia driving transformative growth, especially through digital, across TV channels, digital media, program production and distribution, consumer products, live events and Lonely Planet. Before joining BBC, Mr. Lai was Senior Vice President at Warner Bros. where he launched the WarnerTV Channel with accompanying branded video on demand service across Asia to address rising online viewing patterns, in addition to managing the program distribution and production offices in Greater China and Korea. Prior to relocating to Asia, Ted was a business development and product management executive in the US at several high-profile digital media startups, including idealab’s FreePC from inception to merger and billion dollar IPO on the NASDAQ. He also developed strategic plans for new virtual reality location-based entertainment centers and theme parks for the Walt Disney Company.
Mr. Lai earned his MBA degree at Harvard Business School and MS Engineering-Economics and BS Electrical Engineering (with Computer Science emphasis) degrees at Stanford University.
Ms. Kathy Shi
Ms. Kathy Shi
Kathy is currently working as the CISO for SAP China, supporting all lines of business across SAP on security risk management, regulatory and security compliance, secure development and delivery, customer and sales security enablement etc. Before that, Kathy was most recently with Oracle for over 6 years, effectively acting as the Information Security Director – North Asia to oversight security and support Oracle business in Greater China, Korea and Australia, where her responsibility covered strategic project security supporting, M&A security review, sales security enablement, security incident response, forensic and investigation, supplier security review, regulatory security risk monitoring and assessment etc. Prior to Oracle, she spent 8 years in IT and Security consulting area, successfully led and delivered more than 20 information security, internal control, BCM, PCI-DSS compliance and IT projects to clients covering banking, internet, manufacturing, real estate industries. Kathy also held security position at Citibank as the start of her career.
Mr. Dorel Herbeiu
Mr. Dorel Herbeiu
Dorel has spent his entire career in the IT sector. He holds a Computer Science degree and focuses on Cybersecurity Response and Investigations. Dorel specializes in helping clients understand & detect threats and protect & recover themselves from the impact of cyber incidents.
His areas of expertise include cybersecurity operations, technologies for monitoring, response, investigating and protecting against cyber attacks, leading and performing cyber incident response, threat hunting and digital forensics analysis.
