This year marks the 20th anniversary of China’s accession to the World Trade Organization (WTO). The past two decades of China’s WTO membership coincided with phenomenal economic and trade growth in the country. While the reforms undertaken by China over these years have significantly accelerated cross-border trade flows and led to it becoming the largest trader in goods and second largest trader in services, debate persists over how and to what extent China has implemented its WTO commitments.
This year’s annual conference will deliver insightful commentary on China’s 20 years of engagement with the WTO, how the country is expected to position itself as the WTO evolves, and the ways China can contribute to WTO reform and revitalize the multilateral trade mechanism. Through keynote speeches and panel discussions, our guest speakers (former chief trade negotiators, think tank experts and global business leaders) will present their perspectives on these topics, and examine how to preserve the core values of the multilateral trade system in the years to come.

Mr. Nicolas Chapuis
Mr. Nicolas Chapuis
Mr. Chapuis began his career in the 1980s as the Press Attaché at the Embassy of France in Beijing. In 1983, he was appointed Second Secretary (Political Affairs) at the Embassy of France in Beijing and then Desk Officer for China, Taiwan, Hong Kong, and Mongolia at the Asia-Oceania Department of France’s Ministry of Foreign Affairs (MFA). Between 1987 and 1988, he was a CFIA Fellow at Harvard University.
In 1988 and 1989, he held the position of Desk Officer for NATO & European Security at the Political Affairs Department of France’s MFA. From 1989 to 1992, he was the Cultural Counsellor at the Embassy of France in Beijing.
Mr. Chapuis's diplomatic career continued in the role of Deputy Chief of Mission at the Embassy of France in Singapore. Following this, he held the position of Personal Assistant to the Deputy General Secretary for European and Economic Affairs at the MFA before becoming the Deputy Director (East Asia) of the Asia-Oceania Department of the MFA from 1995 to 1998.
In 1998, returned to China as the Consul General in Shanghai. Between 2002 and 2003, he was First Counsellor (Cultural Affairs) at the Embassy of France in the United Kingdom and the Director of Institut français du Royaume-Uni.
From 2003 until 2005 Mr. Chapuis served as Ambassador of France in Mongolia and in 2005–2009 he was Deputy Chief of Mission at the Embassy of France in Beijing.
In 2009–2010, served as Prefect of the département of Hautes-Alpes. Following this, held the position of Chief Coordinator of the MFA WikiLeaks Taskforce until 2011.
Mr. Chapuis has been the Ambassador of France to Canada since February 4th, 2015. In September 2018 was nominated as Head of the EU Delegation to China
Dr. Steven Alan Barnett
Dr. Steven Alan Barnett
Mr. Barnett has become the International Monetary Fund’s Senior Resident Representative in China since February 2020. Prior to that, he worked as an Advisor to the Deputy Managing Director. For much of his career, however, he covered Asia. His positions included Chief of the China Division in the IMF’s Asia and Pacific Department, Assistant Director at the IMF Office for Asia and the Pacific in Tokyo, Resident Representative to China, and Resident Representative to Thailand. Prior to joining the IMF in 1997, he earned his PhD in economics from the University of Maryland. He has a Bachelor's degree in economics from Stanford University as well as a Master's degree in Russian and East European Studies, also from Stanford.

Adam Dunnett is responsible for the overall implementation the European Chamber's objectives, visibility, membership and lobbying activities across its 7 chapters and 9 offices in China (Beijing, Chengdu, Chongqing, Guangzhou, Nanjing, Shanghai, Shenzhen, Shenyang and Tianjin).
Mr. Jens Eskelund
Mr. Jens Eskelund
Jens Eskelund was born in 1970 in Aarhus, Denmark. He holds an MA in philosophy and has studied at University of Aarhus and University of Texas at Austin. He has also pursued studies in Chinese at Renmin University in Beijing. Coming to Beijing as a student in 1998, Jens Eskelund began his career in China as Commercial Officer at the Danish Embassy to China before taking on a position in marketing for Maersk Line in Beijing in 2000. He has since held positions as General Manager for Public Affairs for Maersk Line in China and later Director of Public Affairs for North Asia before assuming his present role as Chief Representative for Maersk in the Greater China Area and North-East Asia. Primary focus areas comprise engaging government entities, institutions and trade associations on matters of policy, regulatory environment and business development on behalf of the companies within the Maersk Group.
Jens Eskelund is a former Chairman of the Danish Chamber of Commerce in China as well as the Vice President and Chair of Maritime Working Group of the European Chamber. Jens was elected as the President of European Chamber in May 2023.
Jens Eskelund is married and has two sons.

Pascal Lamy (pascallamy.eu) is the President of the Paris Peace Forum and Brunswick Europe Chair. He is special advisor to the European Commission.
He shares his other activities between the Jacques Delors think tanks (Paris, Berlin, Brussels), the presidency of the UNWTO ethics of tourism committee, of the French Committee of the Pacific Economic Cooperation Council (PEEC), and the Musiciens du Louvre orchestra (Marc Minkowski). He is also holds positions in various French, European, and global boards or advisory boards ( Mo Ibrahim Foundation, IFPRI, CERRE, TMEA, Transparency International, Alpbach Forum, Beijing Forum, World Trade Forum, WEF global risks, Europaeum, Collegium international etc.). He is affiliate Professor at the China Europe International Business School CEIBS, Shanghai, and at HEC (Paris).
From 2005 to 2013, Pascal Lamy served for two terms as Director General of the World Trade Organization (WT0). He previously was European Commissioner for trade (1999-2004), CEO of Crédit Lyonnais (1994-1999), Chief of Staff to the President of the European Commission Jacques Delors and his G7 sherpa (1985-1994), Deputy Chief of Staff to the French Prime Minister (1983-1985) and to the French Minister for Economy and Finance (1981-1983).

Ms. Li Ye is leading the Merck China Corporate Affairs hub in support to all the three business sectors (healthcare, life science &
performance materials) of Merck in China since January 2018. The China hub is among the 3 regional corporate affairs hubs (Europe, the United States and China) of Merck KGaA global wide. She is the member of the leadership team of Merck global
corporate affairs and sits in the Country Council of Merck in China. In 2021, Li Ye has been certified as a Foreign High-Level Talent of Shunyi District “Wutong Project” in Beijing.
Ms. Li Ye is a veteran in corporate affairs and government relations for international companies with her 20+ years’ working experience. She joined Merck healthcare in Aug. 2013 responsible for the government relations and market access. Prior to that, she had been taking the management roles on government affairs, market access and strategic development in top international companies including Hoechst, GlaxoSmithKline, Bayer and AstraZeneca, etc. She went to Singapore as the Regional Market Access Lead in Bayer South East Asia in 2008. Later she became Regional Payer Capabilities Director and Global Pricing
and Market Access Director for Oncology at AstraZeneca’s Asia Pacific Office until she returned to China.
Li Ye graduated from University of International Business and Economics in Beijing, then she went to the Great Britain for further study. She obtained a master’s degree in Business Administration from the University of Westminster, London. She also holds a Diploma of Economic Evaluation and Assessment in Health from the University of York, UK. In 2016, Li Ye completed her Executive MBA study in Peking University National Development School in Beijing. She is now studying for a doctorate on financial management run by the National Development School of Peking University and Fordham University in the
United States.

Mr. Alfredo Montufar-Helu
Mr. Alfredo Montufar-Helu
Alfredo works for the Economist Intelligence Corporate Network, the C-suite briefing and networking arm of The Economist Group, and oversees its operations in Beijing.
Based in China since 2013, Alfredo has focused on analyzing the business implications of policy, economic and political
developments for companies investing and operating in China, and in the broader Asian region. This with the aim of distilling
complex issues and conveying clear takeaways on how to capture business opportunities and respond to emerging challenges.
Prior to his current position, Alfredo was Associate Director for KPMG's Global China Practice, where he led and contributed to numerous thought leadership projects, including flagship reports, customized business briefings, and policy proposals for Chinese authorities. He also played a large role in events programming and outreach, including leading the design and coordination of high-profile events aimed at senior executives. Prior to that, Alfredo worked for J Capital Research, Eurasia Group and the Mexican Ministry of Foreign Affairs.
Alfredo has a Master of Science in Foreign Service (MSFS) from Georgetown University, and a BA in Political Science and International Relations from Mexico's Center of Research and Teaching in Economics (aka. CIDE).

Martin Raiser is the World Bank’s Country Director for China and Mongolia, and Director for Korea since March 1, 2019. Mr. Raiser is leading a team that is managing an evolving partnership with China, a growing program of support to Mongolia, and a deepening knowledge partnership with Korea focused on innovation and technology.
Mr. Raiser holds a doctorate degree in Economics (summa cum laude) from the University of Kiel, Germany, and degrees in Economics and Economic History from the London School of Economics and Political Sciences. Mr. Raiser worked for the Kiel Institute of World Economics and the European Bank for Reconstruction and Development, where he was Director of Country Strategy and Editor of the Transition Report. Since joining the World Bank in 2003, Mr. Raiser held positions as the Country Manager in Uzbekistan, Country Director for Ukraine, Belarus and Moldova, Country Director for Turkey, and most recently Country Director for Brazil.
Mr. Raiser, a German national, is married and has four children. He has published numerous articles in refereed economic journals and authored several books.
Prof. Xinquan Tu

Professor TU is the Dean of China Institute for WTO Studies and Director of Institute for International Bidding and Government Procurement of UIBE, delegate of the 14th National People’s Congress of Beijing, foreign trade expert of the Economic and Trade Policy Advisory Committee of the Ministry of Commerce (MOFCOM) and special economic analyst of Xinhua News Agency. He has led a number of key projects of National Social Science Fund of China, projects entrusted by MOFCOM, major projects of the key research base supported by the Ministry of Education (MOE), youth’s projects of National Social Science Fund of China, Research-initiating Fund for Returned Overseas Students and humanities and social sciences projects of MOE. His research mainly focus on WTO, China-US economic and trade relations, government procurement agreement, China trade policy and global economic governance.

Jörg Wuttke is Chief Representative of BASF China, based in Beijing.
Jörg Wuttke was President of the European Union Chamber of Commerce in China from 2007 to 2010, 2014 to 2017 and again from 2019 to 2023. From 2001 to 2004 Mr. Wuttke was the Chairman of the German Chamber of Commerce in China.
Since its establishment in 2013, Mr. Wuttke is member of the Advisory Board of Germany’s foremost Think Tank on China, Mercator Institute for China Studies (MERICS), in Berlin. He lived in China for more than 30 years.
Dr. Henry Wang

Dr.Wang, Huiyao (Henry) is the Founder and President of Center for China and Globalization (CCG), a top independent global think tank in China. In February, 2015, Chinese Premier Li Keqiang appointed Dr. Wang as Counselor for China State Council. Dr. Wang is a well-known Chinese expert on China and globalization issues, on global migration, global talent, overseas Chinese, students, returnees and on Chinese firms going global and MNC in China; he is also a founder of several Chinese well-known overseas returnees organizations; a social entrepreneur and a top adviser to the Chinese government at both central and provincial levels as well as to international organizations and large enterprises.
He has a work life span over both Chinese and foreign governments, multinational executive and business entrepreneurs and academic circles. He has taught at Peking University, Tsinghua University, University of Western Ontario and was a visiting fellow at Brookings Institution and a senior fellow at Harvard Kennedy School. He is currently the Dean of Institute of Development of Southwestern University of Finance and Economics. He is on the Migration Advisory Board of International Organization of Migration (IOM), a member of Yale University Asia Development Council, an advisor for Laureate Education Group, a member of advisory board of Richard Ivey School of Business in Asia, a Steering Committee Member of Metropolis International, a policy fellow of IZA and an advising member to the board of Association of Executive Search Consultants in New York. He is also a frequent speaker at different international forums and often interviewed by various influential global media.

Ms. Rose Zhu is appointed Chief Country Officer of Deutsche Bank AG China and Chairman of the Board of Deutsche Bank (China) Co., Ltd. and also a member of Deutsche Bank APAC Executive Committee since April 2020. She has been an Executive Director of the Board since March 2012.
Ms. Zhu has more than 18 years of banking experience and she held a number of senior positions since she joined Deutsche Bank in 2003. From June 2011 to March 2020, she took various key leadership positions in DB China including President, Vice Chairman and Chief Country Officer. Prior to 2011, she worked as Managing Director and Head of China’s Financial Institutions
Group, leading IPOs of ICBC and ABC. From 2003 to 2006, she was Chief Operating Officer for Deutsche Bank AG China.
Prior to joining Deutsche Bank, she worked in the Department of the General Assembly and Conference Management of the United Nations Headquarters in New York from 2000 to 2003.
Ms. Zhu has rich government experiences, through her years working as the chief interpreter for Ministry of Foreign Affairs, China from 1990 to 2000. Ms. Zhu holds a BA in Diplomacy and English from Beijing Foreign Affairs College and a MSc. in Politics of the World Economy from London School of Economics
