Meeting Minutes:
The Business Manager welcomed the participants to the forum and introduced the agenda for the meeting. As Mr. Guillaume de Roquefeuil will not be available for the chair position after June 2009, the Business Manager announced that the European Chamber will hold Chairman Elections in July 2009. After the introduction Mr. Guillaume de Roquefeuil, Managing Director at BravoSolution and Chairman of the Sourcing Forum started his presentation on eSourcing and Online Negotiations in China. He first stressed that eSourcing Solutions are widely used by large as well as smaller organizations nowadays and are getting more and more popular on the Chinese market. He stated that organizations, already using eSolution systems, encourage their partners and potential partners to participate in online negotiations.
Mr. de Roquefeuil defined ePurchasing and mentioned it, being a large market of software to support the different stages of the purchasing process. He reported that Chinese companies started to show interest in these solutions as they improve transparency in procurement activities and can help to enhance the performance.
Mr. de Roquefeuil then introduced electronic solutions that can be used as tools to manage suppliers and purchasing actions. These solutions include:
- Spend Analysis to gain purchasing visibility and share information
- eCollaboration to build and collect the specifications and prepare the project
- eSourcing to manage and optimize purchasing activities, source and qualify suppliers and negotiate and award contracts
- eProcurement to track and record deliveries and payments
- eInvoicing to manage and optimize the invoicing process
- Suppliers Management to classify & qualify suppliers, and assess performance on contracts
The chair mentioned that these electronic solutions support and optimize the existing processes, but do not replace the buyer whose analysis and decision are still required. Also, electronic solutions should not replace or restrict the human relationship between buyer and seller organizations.
After defining eSourcing solutions and what they are used for, Mr. de Roquefeuil focused on the advantages of electronic solutions. He mentioned that using electronic solutions is environmental friendly, as it saves high volumes of paper printing for both, bidding documents and suppliers’ responses. Regarding governance, it provides transparency, efficiency and traceability. It saves time and therefore money in the purchasing process and in the communication with suppliers. It helps to manage the supplier database and can be used as a tool to assess the supplier after a contract, to share knowledge among the organization and further to centralize Contracts in a unique repository to track contract compliance.
In the second part of his presentation Mr. de Roquefeuil focused on eSourcing in China. He stated that corporate efforts on controlling and reducing costs in the past years lead to more demand for ePurchasing solutions. This effect was intensified by the economic crisis. He further presented the key eSourcing features and the main applications used in China and reported that Chinese Suppliers are involved in both global and local eSourcing projects nowadays.
In the last part of his presentation Mr. de Roquefeuil addressed the key issues and challenges for eSourcing in China and gave some recommendations to avoid problems. He further showed the participants a demo version of an online bidding system (eAuction) that is used to manage online auctions..
