Mr. Andrew Shaoyu Chen is the managing partner of the Shanghai office of Arnold & Porter LLP, which is a large international law firm headquartered in Washington DC, with over 1,000 attorneys providing full legal services from 13 offices located in the US, Europe, and Asia.

Mr. Chen has over 20 years of experience in food and drug law, including serving in the US Food and Drug Administration (2000-2004) in Rockville, Maryland as Assistant Chief Counsel, and Amgen (2006-2010) in Thousand Oaks, CA as Senior Counsel. Mr. Chen was born and grew up in China, received a Bachelor of Law degree in China and a Juris Doctor degree in the U.S., and he is currently admitted to practice law in Washington DC.

Leveraging this very unique experience, Mr. Chen has been effectively assisting life sciences companies doing business in China and the US to resolve the most challenging legal and regulatory issues, set out critical strategies and implementation plans, respond to ever-increasing government oversight, mitigate enforcement risks, and engage in fund raising and investment, product licensing and collaboration, clinical trial, product registration, manufacturing, sales and marketing, pricing and reimbursement, and recalls and pharmacovigilance.

Mr. Chen has also been actively assisting, on a pro bono basis, the China National Medical Products Administration (NMPA, formerly known as CFDA and SFDA) and various academic organizations to better understand the US FDA framework, and help the NMPA to further reform and align with the leading international regulatory systems.

陈律师精通中美两国的药品监管法律，拥有超过20年的执业经验，擅长帮助制药企业和其他生命科学公司在中国和美国开展业务，通过解决各种重大法律问题，帮助企业制定关键的战略方向和实施方案，符合中美医药的监管要求，避免遭到执法处罚，使得企业可以顺利发展，开展投资并购，许可合作，研发注册，生产销售，投标定价，药物警戒等核心业务。

陈律师还经常凭借他在美国 FDA 的工作经验，提供公益服务，帮助医药监管部门以及学术机构，深入了解美国 FDA 的监管体制，以求扬长避短，加速中国与世界接轨，早日成为医药强国。
