Dear Carbon Market Working Group Member,
First, we are pleased to share with you that at our last Board meeting the proposed change in name of the CDM Forum to the Carbon Market Working Group was APPROVED.
Second, The European Chamber is pleased to invite you to the next Carbon Market Working Group Meeting which will be held on Tuesday 5th May 2009, 2.00pm-4.00pm at the European Chamber Office in Beijing.
As you will recall, at the last meeting it was decided to post-pone the elections in order to allow for more companies to consult internally. We are pleased to share with you that we have two candidates for our Chair position: our former Chair Andrew Aldridge from Climate Change Capital and a new candidate, Madeleine Rawlins, from Camco.
If you are you also interested in running, please contact Eric Zhang at ezhang@euccc.com.cn as soon as possible.
Attached is the 1st draft of our Paper. We expect to send out a revised draft next Monday so you can review it by Tuesday.
For your information, the Chair and Vice Chair play a crucial role in driving the Forum, which includes the drafting of the Position Paper, communicating key messages to the Chinese and European Government, and steering the Forum meetings. The desired characteristics of a Chair and Vice Chair are a senior industry representative with relevant industry expertise and government contacts that has the time and willingness to support the group. Previous participation in the Forum is also highly valued. These honorary positions represent a tremendous opportunity to represent the CDM Forum at very senior levels.

Minutes 1. 2009/10 Forum Elections The postponed elections from the last meeting were opened. Two candidates for the Chair position and four for the Vice Chair made a brief speech regarding their reasons for running. Two rounds of anonymous votes resulted in the following: New Chair: Madeleine Rawlins from Camco New Vice Chair: Sharon Lee from Pinsent MasonsNew Vice Chair: (and former Chair): Andrew Aldridge from Climate Change Capital All members participating congratulated the newly elected chair and vice chairs and thanked the former Chair and Vice-Chairs for their work
2. Discussion on 1st Draft of the 2009 Position Paper. Main contributors of this draft explained the parts they wrote while other members were carefully reviewing. It was agreed that putting the 51% ownership Rule in the first and most noticeable place of the paper might adversely affect its persuasiveness. Some softer ways of expressed were proposed such as changing the title and moving it the end of the paper The case study in the paper given by Tom Luckock was regarded as a good idea. It was proposed that this practical example could be adapted to incorporate more information. These comments are in the draft. A second case study could be added if an author has a good example. Some members suggest asking for clarification on Hong Kang’s related regulations for CDM registered. This has been added to the draft for clarification by the author It was suggested in the sectoral approaches section to clarify which of the of four approaches the Working Group favours most. It was suggested that the author of the case study also consider referencing CMMM, CJ issues. It was agreed to solicit a draft for CCS and afforestation as well. Two suggestions (51% and Registration of ERPA with local administration) from a non-attending were also discussed and considered being incorporated into the paper in an appropriate way.
4. AOB - Adam Dunnett proposed a two weeks time limit for incorporating new ideas of this meeting into next draft. The next draft will be revised internally by the individual authors and the Chamber Forward Agenda: Next meeting: 2-4pm, Tuesday 2nd June 2009 Review of Position Paper 2nd draft
