Dear Petrochemicals, Chemicals and Refining WG Member,
The European Chamber is pleased to invite you to the next PCR Working Group Meeting, which will be held on Tuesday, July 14th, at 14:00 hrs at the European Chamber Office in Beijing.
During this meeting we will be given a presentation by Doug Smith of Camco’s Advisory Services in China, titled: “Beyond Kyoto: Incentives and Technologies for Emissions Reductions in China”.
Agenda
1. Doug Smith will speak on the opportunities for business in energy efficiency and emissions reductions. Amidst the context of the upcoming Copenhagen negotiations on a successor to Kyoto, he will describe trends in the regulatory and international drivers for emissions assessment and reducing emissions, and he will describe voluntary measures such as carbon labeling and disclosure. His presentation will include case studies of the cost savings that can be made from energy management and monitoring in industry, and the development of emerging technologies. He will also be joined by Robin Murray, Senior Consultant at Camco, who will present Camco’s Energy DesktopTM services. Camco is a market leader in the development of emissions reductions projects for financing by the Clean Development Mechanism, and has been awarded ‘Best Project Developer’ by Point Carbon surveys of industry for three consecutive years (2007-2009). Our advisory business combines our specialists’ strategic, commercial and technical expertise to deliver low carbon energy and sustainable development solutions to industry.
2. Discussion of Final English Draft 2009/2010 Position Paper (PP). Deadlines for proof-reading, editing, translation and printing of the PP.
3. NDRC forum follow-up plan and formation of steering committee. PCR project plan for sustainable clusters in China.
4. Sub Working Group meeting for drafting of Audit Protocol in relation to the Institute of Public and Environmental Affairs (IPEA).
5. Consolidated comments on the “Measures of Environmental Management of New Chemical Substances”.
6. Request for formation of “Paint” sub Working Group.
7. Lobby action plan for Autumn 2009.
8. AOB, including a request to hold the October PCR WG meeting in Nanjing.

NDRC forum follow-up Beijing, June 22,2009
Introduction
Due to the success of the EUCCC-NDRC forum and as a result of the brainstorming session gathering senior representatives from NDRC, CIECC, EUCCC as well as most of the foreign speakers to the forum, the following plan of action has been proposed:
- EUCCC-NDRC forum was a real success and does warrant repeating the initiative
- NDRC is willing to participate and would do so through the involvement of CIECC
- NDRC desire is to see the next forum more focused both in topics tackled and in attendance
- It has been agreed by both parties to build a task force which work would be concentrated on the following topics:
- Benchmarking China existing chemical industry clusters
- Building a methodology for the development of future sustainable and competitive (i.e. World class) clusters in China’s hinterland.
- The task force will commission a study on the above topics as soon as possible
- Upon release of the study deliverables, a forum will be held to discuss, analyze and seek to implement the guidelines deriving from it.
Preparation structure
1. A Steering group will be set-up as soon as possible
2. The Steering group will be made of 6 representatives of member companies
3. The Steering group will invite participants to join a task force
4. Identifying potential task force volunteers will be extended to other sector of the industry, namely energy, environment as well as service providers.
5. The Steering group will prepare a scope and a budget for the study.
6. The task force participants will finance the initial expenditure of the study and in doing so, will benefit from exclusivity on its conclusions.
7. The Steering group will equally seek to secure external funding through the EU-China industrial policy dialogue.
Preliminary scope
The main themes are:
- Benchmarking China's existing chemical industry clusters
- Building a methodology for the development of future sustainable and competitive (i.e. World class) clusters in China's hinterland.
A non exhaustive list of criteria could be as follows:
1. local/regional market in a global environment
2. Availability and development of local feedstock
3. Best available technologies review
4. Logistics constraints (feedstock to cluster and products to market)
5. Infrastructure needs
6. Environmental footprint reduction
7. CSR issues
8. Economical attractiveness
The benchmarking of existing clusters as well as the design methodology for the development of sustainable clusters will be based on the recommendations coming from the above study.
Benefits for the industry
1. The study and the ensuing discussion platform will provide each participant with an opportunity to influence the course of the study's main recommendations and guidance.
2. The study recommendations could potentially lead to business opportunities for European operators as well as service companies
3. Aligning local industry's social, safety and environmental behaviour on European standards would warrant fair competition and ultimately lead to a level playing field
4. Tailoring clusters development criteria to participating companies' needs would inevitably place them in a good position to integrate themselves in developing clusters.
