In 2017, the Chinese Certified Emission Reduction (CCER) system was suspended after five years of operation. From earlier this year, officials have repeatedly hinted the restart of the CCER and on 7th July, the Ministry of Ecology and Environment released the Administrative Measures for Voluntary Emission Reduction Trading of Greenhouse Gases (Trial Implementation).
The Carbon Market Working Group welcomes Ms. Liu Haiyan from the National Centre for Climate Change Strategy and International Cooperation (NCSC) to debrief members on the details of the Administrative Measures, and discuss opportunities and challenges for enterprises with Dr. Zhang Da from the Institute of Energy, Environment and Economics, Tsinghua University and Ms. Yutong Song from Refinitiv Carbon Research team on Tuesday 1st August 10:00-11:30 at the European Chamber Beijing office and online. 2017年,国家核证自愿减排量(CCER)体系在运行五年后暂停;今年年初开始,官方多次释放CCER重启信号。7月7日,生态环境部发布《温室气体自愿减排交易管理办法(试行)》(征求意见稿),进一步证实CCER重启将近。

国家应对气候变化战略研究和国际合作中心,市场机制研究部项目减排室主任。长期从事碳市场机制等领域研究,自2019年起承担国家温室气体自愿减排注册登记系统管理工作。主持或参加生态环境部应对气候变化专项、美国环保协会、大自然保护协会、科技部973、国家发改委、联合国开发计划署等相关科研项目20余项,发表学术论文20余篇,合作出版著作10余部。作为主要成员参与的研究项目,曾获国家发改委优秀研究成果二等奖一项、三等奖一项,国家能源局能源软科学研究成果二等奖一项。
Mrs. Haiyan Liu, Director of the Project Emission Reduction Office of the Market Mechanism Research Department of the National Centre for Climate Change Strategy and International Cooperation (NCSC) has been engaged in research on carbon market mechanisms and other fields and has undertaken the management of the national voluntary greenhouse gas emission reduction registration system since 2019.
She has presided over and participated in more than 20 scientific research projects, including the special research on climate change of the Ministry of Ecology and Environment (MEE), and other projects conducted by the American Environmental Protection Association, the Nature Conservancy, the 973 program of the Ministry of Science and Technology, the National Development and Reform Commission (NDRC), and the United Nations Development Programme (UNDP), published 20-plus academic papers and over 10 books as the co-author.
The research projects she joined as a major member have won one second prize and one third prize for Excellent Research Achievements of the National Development and Reform Commission (NDRC), and one second prize for Energy Soft Science Research Achievements of the National Energy Administration (NEA).

张达,现任清华大学能源环境经济研究所副教授、博士生导师,兼任清华碳中和研究员气候治理与碳金融中心主任助理、清华三峡气候与低碳中心副主任、清华四川院碳中和信息管理技术研究所所长。获得国家海外高层次青年人才资助。目前主持多项受国家发改委、科技部、财政部、生态环境部、国资委、国家能源局等部委,以及世界银行、国际能源署等国际机构委托的咨询项目。以第一作者或通讯作者在Nature、Cell、Lancet子刊等重要期刊发表多篇论文。

At present, he has presided over several consulting projects entrusted by the National Development and Reform Commission (NDRC), the Ministry of Science and Technology (MST), the Ministry of Finance (MOF), the Ministry of Ecology and Environment (MEE), the State-owned Assets Supervision and Administration Commission (SASAC), the National Energy Administration (NEA) and other ministries and commissions, as well as the World Bank (WB), the International Energy Agency (IEA) and other international institutions. As the first author or corresponding author, he has published papers in important journals and their sub-issues such as Nature, Cell, and Lancet.

宋雨彤女士主要负责中国碳市场及工业脱碳政策方向的分析。曾就职于国家应对气候变化智库,在气候政策、MRV、减排量项目开发等领域拥有相关的工作经验。毕业于英国利兹大学环境与可持续发展专业,理学硕士学位。
Ms. Song is mainly responsible for the analysis of China's carbon market and industrial decarbonization policy direction. Ms. Song has worked in the National Climate Change Think Tank and has relevant working experience in climate policy, MRV, emission reduction project development and other fields. Ms. Song was graduated from the University of Leeds with a Master of Science degree in Environment and Sustainable Development.

Mr. Ellery (Ruixin) Li
Ruixin currently works as the lead climate specialist at ICF International Consulting (Beijing). He has eight years of experience working on climate change issues and more than five years of experience implementing international cooperation projects. His focuses include carbon pricing mechanism, green finance, and sustainable aviation, etc. In addition, since 2014, Ruixin has been tracking international climate negotiations under the UNFCCC as an observer.
