The reform of Chinese state assets and state-owned enterprises (SOEs) has long remained the core element of China’s economic reform process. In 2015 the Guiding Opinions on Deepening the Reform of State-owned Enterprises (Guiding Opinions) was released as the key framework document to further modernize and improve the overall competence of SOEs. Successively, in 2020, the Three-year Action Program of SOE Reform (2020-2022) (Three-year Action Program) was issued and elaborated on the goals, timeline and future road map of the reform, which proves Chinese government’s ambition for the SOE system to make real changes.
国资国企改革长期以来是中国经济体制改革的重心。2015年,《关于深化国有企业改革的指导意见》(《指导意见》)出台,成为现阶段国企改革的框架性纲领文件,对进一步提高国企现代化和综合能力作出指示。2020年,《国企改革三年行动方案(2020-2022年)》等各项方案正式出台,国企改革的目标、时间表、路线图得到明确,展现了中国政府对深化国资国企改革的决心。
2023 marks the third year since the launch of the Three-year Action Program. With significant achievements obtained as the wrap-up of the Three-year Action Program, new missions and tasks were laid out in the 20th Party Congress and Central Economic Working Conference. At this new starting point, it is critical for SOEs to catch up with the world’s leading multinationals and stay consistent with the international standards and compliance requirements.
2023年是《国企改革三年行动方案(2020-2022年)》(“三年行动方案”)的收官之年。国企改革三年行动成绩斐然,党的二十大和中央经济工作会议也对国资国企改革发展提出新使命新任务。值此新起点,国有企业更需要与世界一流跨国企业齐头并进,与国际标准和国际合规要求接轨。
To help foreign-invested companies better engage in the SOE reform so that the concerted force of domestic and foreign capitals can contribute to China’s economy rebound, the European Chamber is delighted to invite you to an exclusive dialogue on 21st September, where Yin Yisheng, Executive Deputy Director from Office of the Leading Group for Comprehensively Deepening Reform of SASAC, will give keynote speech on major achievements obtained throughout the last three years and outlook on SOE reform in the years to come.

Events have limited seating so to ensure your attendance we encourage advance online registration and payment. We cannot guarantee entry to anyone not registered in advance.
Payment can be made by cash, (domestic) credit/debit card or WeChat. If pay in advance via WeChat we are typically able to provide Fapiao upon your arrival. For payments made on-site we will dispatch the Fapiao to the given address within 5-10 days.
Events are held in English and follow the Chatham House rule unless otherwise stated.
Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to corporate social events/tournaments.

Mr. Jens Eskelund
Mr. Jens Eskelund
Jens Eskelund was born in 1970 in Aarhus, Denmark. He holds an MA in philosophy and has studied at University of Aarhus and University of Texas at Austin. He has also pursued studies in Chinese at Renmin University in Beijing. Coming to Beijing as a student in 1998, Jens Eskelund began his career in China as Commercial Officer at the Danish Embassy to China before taking on a position in marketing for Maersk Line in Beijing in 2000. He has since held positions as General Manager for Public Affairs for Maersk Line in China and later Director of Public Affairs for North Asia before assuming his present role as Chief Representative for Maersk in the Greater China Area and North-East Asia. Primary focus areas comprise engaging government entities, institutions and trade associations on matters of policy, regulatory environment and business development on behalf of the companies within the Maersk Group.
Jens Eskelund is a former Chairman of the Danish Chamber of Commerce in China as well as the Vice President and Chair of Maritime Working Group of the European Chamber. Jens was elected as the President of European Chamber in May 2023.
Jens Eskelund is married and has two sons.

Mr. Yisheng YIN 尹义省
Yin Yisheng graduated with a doctorate degree of management engineering from the School of Management, Harbin Institute of Technology. He did his post-doctoral research in the field of technological economy in the School of Economics and Management, Tsinghua University. He successively held the following posts:
Deputy Division Chief, then Division Chief of the Department of Enterprise, Department of Enterprise Reform of the State Economic and Trade Commission, Bureau of Enterprise Reform of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC).
Vice Chairman and member of the CPC Committee of the State-owned Assets Supervision and Administration Commission of People’s Government of Beijing Municipality.
Currently, he serves as the Executive Deputy Director (Director General Level) of the Office of the Leading Group for Comprehensively Deepening Reform of SASAC.
Yin Yisheng has been engaging in research work on enterprise development strategy, industrial economy, state-owned enterprise (SOE) reform, etc., and involving in studying and formulating Chinese SOE reform documents, as well as promoting SOE reform practices. He has published over 30 articles and a book entitled Moderate Diversification---Enterprise Growth and Business Reorganization.
尹义省,哈尔滨工业大学管理学院管理工程专业博士毕业,曾在清华大学经济管理学院技术经济领域做博士后研究,先后在中国国家经贸委企业司、企业改革司、国务院国资委企业改革局任副处长、处长,曾任北京市国资委副主任、党委委员,现任国资委全面深化改革领导小组办公室常务副主任(正局长级)。尹义省长期从事企业发展战略、产业经济、国有企业改革方面的研究,长期参与中国国有企业改革系列文件政策的研究制订和国企改革实践推动工作,发表文章30余篇,著有专著《适度多角化——企业成长与业务重组》。
Mr. Bruce Fu
Mr. Bruce Fu
Bruce Fu is a managing director in the APCO Worldwide Beijing's office. Mr Fu has deep knowledge of China's technical standards, IPR, and competition-related issues in the ICT sector. At APCO, Mr Fu provides clients with counsel on government relations building, operations management, stakeholder engagement, and market entry strategy across different sectors.
Prior to joining APCO, Mr Fu was a business manager at the EU Chamber of Commerce in China, where he worked closely with the European telecommunications industry by lobbying China's telecommunications regulators. He worked closely with ICT Working Group members on telecommunications regulatory policies and TBT/Standards. Mr Fu also directly engaged Chinese authorities on antitrust issues related to implementation rules of China's anti-monopoly law.
Mr Fu served as the Vice Chair of the ICT Working Group at the EU Chamber of Commerce in China between 2013-2021, driving the EU-China dialogues and negotiations on key issues such as Comprehensive Agreement on Investment (CAI). He currently serves as the Chair of the Government Affairs Forum at the EU Chamber of Commerce in China.
Mr Fu holds master's degrees in European studies and European modern history from the Catholic University of Leuven. He is fluent in English and Chinese and speaks intermediate French.
