The regulatory landscape in China is constantly evolving, making it challenging for businesses to stay compliant. Recent years have seen the introduction of several laws and regulations to address data security concerns, including the Cybersecurity Law, Data Security Law, Personal Information Protection Law, and recent ones, Measures for the Security Assessment of Outbound Data Transfers, all of which have significant implications for businesses operating in China.
Similarly, compliance with the Anti-Unfair Competition Law is critical for foreign businesses in China. The Supreme People's Court issued the Interpretation on Several Issues Concerning the Application of the Anti-Unfair Competition Law on 20th March 2022, and revisions to the Anti-Unfair Competition Law are continuing.
This event will explore the challenges and opportunities of balancing compliance with business operations in China, provide attendees with valuable insights into navigating the evolving regulatory landscape, and equip them with the on-the-ground knowledge and tools they need to stay compliant and succeed in China's competitive business environment.

Mr. Victor Shen
With over 19-years experiences in multinational corporation’s legal affairs management and compliance, Victor used to work in a Hong Kong red-chip mobile communication company, a multi-national cosmetics company, and a world-class retail conglomerate. His extensive experience has equipped him with rich business knowledge of various industries, a sharp sense of different industry sectors and legal practice experiences. Victor has worked at Henkel for over 13 years, during which he has led his team handled numerous and complicated legal affairs and projects in the areas of international & domestic restructuring, divesture, mergers & acquisitions, labor, anti-trust, tax, customs, dispute resolution, government affairs, compliance and corporate governance. Victor’s performances has won him a high recognition from the Headquarters’ management, and he was elected as one of the Top General Counsel in 2015 by Asia Legal Business of Thomson Reuters and ranked one of GC Influencer of Greater China by Chambers in 2018 and 2019 consecutively as well as GC Power-list by Legal500 for consecutive years. Victor’s current practices and study interests concentrate on the legal systems of foreign direct investment, anti-trust, mergers & acquisitions, tax law, compliance and corporate law. Victor is also an active columnist at LexisNexis China and is invited from time to time by professional forums as the guest speaker on the above-mentioned areas.

Mr. Gil Zhang
Mr Zhang specialises in privacy and data protection, cyber security and regulatory compliance. Mr. Zhang practiced in private practice and in-house as senior counsel for many years. He has extensive experience in corporate and compliance work.
Mr Zhang has advised many clients on global GDPR compliance projects. He has extensive experience in setting up data protection compliance programs in China and localizing GDPR-centric data protection programs and FTC privacy management programs in China. He has also worked on and managed the global Binding Corporate Rules project. He has extensive experience in managing global compliance projects, law enforcement actions, and setting up data protection governance structures as well as various processes to comply with EU GDPR, US laws and personal data protection laws of non-European countries, including China and APAC countries.
Mr Zhang also advises clients on various law enforcement and contentious matters, such as criminal investigations into alleged infringement of data protection rights, mandatory privacy audits, misappropriation of confidential information by employees, and data breach response and reporting in various jurisdictions. He also advises various clients on data protection issues in relation to emerging technology such as artificial intelligence, internet of things, big data, and driverless cars.
Mr Zhang has worked on various personal data protection related matters. These matters include conducting due diligence on target company compliance with Chinese data protection laws in M&A and investment transactions, data mapping, designing personal data collection and consent mechanisms, conducting supplier data protection due diligence, advising on cross-border data transfers and security assessments, drafting privacy policies and app user agreements, advising on data protection impact assessments (DPIA), drafting internal employee-facing privacy compliance requirements, handling data subject requests (DSR) and designing automated DSR processes, and reporting data breaches.

Felix, a German lawyer by training, studied in Berlin, Sydney and Beijing. He started his career in China where he worked in private practice for 8 years. In 2011 he relocated to Germany and joined the Legal and Compliance Department of Siemens. After several years in Siemens Headquarter Felix took over the role as General Counsel and Compliance Officer for Siemens in Qatar and Kuwait. He is now based in Shanghai leading Siemens Compliance team in China.

Ms. Paley Zhao
Ms. Paley Zhao
After an initial career in Arthur Andersen and PwC, Paley built her expertise in risk management and Ethics & Compliance over the past two decades, through roles of increasing regional responsibility in BASF, AIA, and Nike. Since 2012, Paley is Regional Head for the APAC at OSRAM. She had broad knowledge of challenges across the Asia-Pacific region and the ability to bring a pragmatic, business, and employee-centric approach to advance Ethics & Compliance Programs.

Edwin Li is Vice President & General Counsel for DSM China in charge of the company’s legal, IP and compliance matters in Greater China.
Prior to joining DSM in 2017, Edwin served as General Counsel & Compliance Officer for a Fortunate 100 MNC’s China operations for 9 years. Edwin also practiced law for over 15 years with domestic and foreign law firms in China and USA with focus on cross-border transactions, M&As, foreign direct investments in China, technology licensing, general corporate and FCPA compliance. Edwin holds Master of Law from East-China University of Politics and Laws and Juris Doctor from University of Maine School of Law. Edwin is qualified to practice law in the Commonwealth of Virginia, USA and P.R. China, and an arbitrator at Shanghai International Economic and Trade Arbitration Commission. Edwin served as Chair/Vice Chair of Compliance & Business Ethics Working Group, EUCCC since 2015.

Ms Ginny Zhou has 7+ years of experience in cyber security, IT auditing, data privacy and privacy governance. Prior to IKEA, she has worked at PwC and provided IT Auditing and consulting services to multiple clients, such as Tencent, Alibaba, etc.
With strong passion for Cyber assurance & Retail, Ginny joined IKEA China in 2019. As Country Cyber Assurance Manager, she is responsible for the cyber compliance matters of Chinese laws and regulations, and committed to secure IKEA in MLPS, CBDT, APP compliance, etc.
Ms. Rosita Chen

Ms CHEN Liangjue (Rosita) has over twenty years of legal practice experience. She has worked as China General Counsel for Fortune 500 MNCs in industries such as performance materials, chemicals, and automotive for many years and is fully responsible for the company's legal and compliance affairs of all the BUs. She works closely with the leadership team to drive legal and strategic business excellence, to set internal governance policies and to manage the impact of major and complex disputes externally, with a strong blend of legal expertise, strategic thinking and cross-functional collaboration. Prior to the above, Ms Chen also practiced at a leading China law firm focusing on FDI and corporate business.
Leading the team Ms CHEN has received varied awards from CBLJ etc in areas of dispute resolution in recognition of her achievements.

Mr. Zhao has practiced as an attorney in private practice and as an in-house counsel for many years. He has acquired extensive experience in assisting domestic and multinational companies in establishing, improving and implementing key internal compliance policies and systems and in identifying and mitigating compliance risks for companies. Mr. Zhao has been recognized by Legal 500 as a “Next Generation Partner” in “Regulatory/Compliance”.
Mr. Zhao has assisted domestic and multinational companies in different industries on all types of compliance matters. He has assisted clients in dealing with government enforcement actions and public crises, conducting internal investigations, assessing compliance risks in operations and businesses, conducting compliance due diligence in transactions, building compliance programs, and acting in compliance litigation and proceedings on white-collar crime.
Mr. Zhao focuses on anti-bribery and corruption, sanction and export control, anti-fraud, data protection and privacy, advertising compliance, state secrets law, etc.

Stella is Senior Legal Counsel for DSM Greater China responsible for a wide range of legal matters for a global-wise business unit and compliance matters in Greater China and focusing on M&As, FDI, JVs, cross-border transactions, general corporate, cyber security and data protection etc.
Stella has been working as a legal professional for more than 16 years and gained profound experience in a top Chinese law firm and 3 Fortune 500 MNC’s China operations covering both legal and compliance aspects. Stella received her LL.M from Melbourne University, Australia and was qualified to practice law in P.R. China.

Iris Xie has 15 years experience in legal & compliance, with the recent 10 years focusing on compliance in APAC region. Iris started her career in law firms where she worked for about 5 years and then she joined multinational companies as in-house counsel. She has been working in manufacturing industry and handled a list of compliance matters and projects related to anti-corruption, anti-trust, trade sanctions, data privacy, labor law and third party risk management etc.
As Senior Manager Compliance APAC, Bekaert, Iris is now focusing on establishing an effective and efficient compliance program in the region and promoting a strong compliance culture to support business growth.

Frances Dai is Compliance Officer of Bosch China. With more than 10 years’ experience in compliance management in MNC, she has broad experience and expertise ranging from localization and implementation of MNC corporate compliance management systems in China, promotion of corporate compliance culture and internal investigations. Frances received her MBA from Fudan University and is qualified to practice law in P.R. China.
Mr. Adrian Emch
Mr. Adrian Emch
Adrian Emch began developing his understanding in competition/antitrust law while at university. After graduation, he first worked at the Directorate General for Competition (DG COMP) at the European Commission, and then spent several years in private practice in Brussels focusing on European Union competition law. In July 2008, Adrian made his second move back to China, which was just a month before the country's Anti-Monopoly Law came into force. Since that time, Adrian has had the privilege of witnessing and actively participating in shaping the development of China's nascent antitrust regime.
As a fluent Mandarin speaker and with his experience as lecturer at Peking University, Adrian smoothly navigates business and legal communities from both the West and China. Adrian's experience covers all aspects of competition/antitrust law, including merger control, cartel/abuse of dominance investigations, and antitrust counselling. Multinational companies – based in China and outside – work with Adrian and his team in 'bet the company' matters.
Adrian is the National Vice Chair of the Legal and Competition Working Group of the European Union Chamber of Commerce in China.
Mr. Wolfgang Wang
Mr. Wolfgang Wang
Wolfgang Wang holds the position of General Counsel & VP at Infineon Greater China.
With a diverse background spanning government, foreign law firms, telecommunications, manufacturing, and hospitality management, Wolfgang brings a wealth of legal expertise to his role. He joined Infineon Technologies, a German semiconductor manufacturer, in 2012 and has since held various positions in legal departments across different regions, including Singapore, Munich, at regions and headquarter. This has helped him gather extensive domestic and international experience that he now brings to the table.
Since 2018, Wolfgang has been serving as the General Counsel of Infineon Greater China, where he is responsible for managing all the company's legal affairs in the Greater China region.
