1. Presentation by CDMD Co-chair, Ning Liu
· CDMD Co-chair, Ning Liu, delivered an insightful presentation on the analysis of practical government affairs skills.
· Topics covered included cross-cultural communication in government affairs for foreign companies, correspondence with the government, and rules of engagement.
· He highlighted common mistakes in expression, grammar, and formatting. Additionally, he shared valuable insights into the basic format of formal documents, protocol order, photo ceremony etiquette, booth diagrams, and more.
2. Discussion Topics
Topic 1: Healthcare Service Catalogue
· Extensive discussion on the publication of the National Health Commission (NHC) Technical Specification (2023 edition).
· Noted the significant impact on IVDs with minimal effects on clinical guidance.
· Raised concerns about the absence of the important National Healthcare Security Administration (NHSA) in the specifications.
· Emphasised the importance of hospitals following the established standards.
Topic 2: Volume-Based Procurement (VBP)
· Recent communication with MOFCOM regarding industry-related matters.
· Discussed the conceptual invisible barriers and their impact on the industry, including issues related to listing, certificates, classifications, bidding advantages, and VBP considerations.
Topic 3: Guangdong Provincial Bureau of Medical Protection Notice
· Discussed and exchanged views on the release of the "Notice of Guangdong Provincial Bureau of Medical Protection on Doing a Good Job about the Medical Service Price Items of 'Hong Kong and Macao Medicines and Devices Pass' for Public Consultation."
3. Suggestions for Improving CDMD Desk’s Work
· Opened the floor for suggestions and comments on the meeting.
· Jessica highlighted the positive engagement in CDMD GA Participation and suggested focusing time and energy on specific issues.
· Proposed a targeted approach to address industry challenges, citing the example of MOFCOM recommendations.
· Emphasised the need for strategic thinking in dealing with challenges, especially regarding health regulators and insurance.
· Discussed the importance of strengthening cooperation with the Health Commission for quality care and patient safety.
· Considered the idea of regular meetings, with a consensus on informing two weeks in advance.
· Reiterated the significance of attending working group and desk meetings onsite for effective communication.
